WTO procurement agreement

Poland is covered by the WTO Agreement on Government Procurement (GPA) through the EU: above set value thresholds, suppliers from other GPA parties must be treated like local ones.

Foreign bidders

Poland applies the EU procurement directives, so suppliers from other EU/EEA states and from WTO Government Procurement Agreement parties can bid on equal terms for covered contracts.

The law has applied since 1 January 2021 to contracts from PLN 130,000 net (PLN 170,000 from 1 January 2026). National notices appear in the Biuletyn Zamówień Publicznych on e-Zamówienia, and bids are generally submitted electronically.
