Foreign bidders

Foreign firms can take part, notably in international procedures, and suppliers must be enrolled in the State Supplier Registry. In international procedures a 10% preference margin is granted to offers that use Paraguayan labour and goods produced in Paraguay, subject to minimum national-content rules.
