- WTO procurement agreement
- Italy is covered by the WTO Agreement on Government Procurement (GPA) through the EU: above set value thresholds, suppliers from other GPA parties must be treated like local ones.
- Foreign bidders
- Suppliers from EU member states can take part on equal terms. Article 69 of the Code also requires treatment no less favourable for operators from countries party to the WTO GPA or other EU agreements, but only for contracts those agreements cover. Operators from countries without such an agreement are not covered by this guarantee.
