WTO procurement agreement

Ireland is covered by the WTO Agreement on Government Procurement (GPA) through the EU: above set value thresholds, suppliers from other GPA parties must be treated like local ones.

Foreign bidders

Ireland applies the EU procurement directives, so operators from the EU/EEA and WTO GPA parties can bid. Suppliers to public bodies generally need Irish tax clearance, with some exceptions for foreign suppliers.
