Indian public procurement runs through several parallel systems rather than one. Central ministries and most states publish on GePNIC-based e-procurement portals (eprocure.gov.in and its state equivalents), commodity and service purchases increasingly go through the Government e-Marketplace (GeM), and large public sector undertakings — power utilities, coal and mining companies, oil marketing companies, railways — operate their own portals. Proposals are assessed on safeguarding and do-no-harm arrangements, on whether affected groups genuinely participate in design, and on the bidder's own record — organisations are increasingly asked to evidence their internal policies on protection from sexual exploitation and abuse before award. Work on gender-based violence, child protection or trafficking carries confidentiality and referral obligations that must be reflected in the methodology and staffing. Where the contract touches social protection systems, expect to work with government registries and payment infrastructure, which brings data-protection duties alongside the programme design itself.
