Indian public procurement runs through several parallel systems rather than one. Central ministries and most states publish on GePNIC-based e-procurement portals (eprocure.gov.in and its state equivalents), commodity and service purchases increasingly go through the Government e-Marketplace (GeM), and large public sector undertakings — power utilities, coal and mining companies, oil marketing companies, railways — operate their own portals. Creative work is usually evaluated on quality as well as price, often requiring sample work, a creative pitch or storyboard alongside the technical proposal. Printing and signage contracts, by contrast, are typically rate contracts decided on price against a fixed specification.
