Indian public procurement runs through several parallel systems rather than one. Livelihoods and enterprise work is delivery-heavy and measured in outcomes — households reached, enterprises started or sustained, jobs created, income change against a baseline. That makes local presence and a credible community-mobilisation approach as important as technical design, and it is why these contracts frequently go to national organisations or to consortia pairing an international firm with local implementers. Expect payment tied to milestones or verified results, obligations to disaggregate reporting by sex and age, and scrutiny of how benefits will continue after the contract ends. Where the assignment involves grants, revolving funds or matching capital to participants, the financial-management and audit requirements are substantially heavier than for an ordinary services contract.
