Omnibuzz is een gemeenschappelijke regeling, welke is gevestigd in Sittard en waarin 30 Limburgse gemeenten (alle gemeenten behalve Mook en Middelaar) samenwerken op het gebied van doelgroepenvervoer. In deze fase verzorgt Omnibuzz de inkoop, het contractbeheer, de ritaanname en de tactische regie van het vraagafhankelijke WMO-vervoer (ook wel genoemd CVV). Doel van onderhavige aanbesteding is het per perceel sluiten van een raamovereenkomst met één opdrachtnemer voor de uitvoering van het vraagafhankelijke doelgroepenvervoer (Omnibuzz-vervoer) in alle Limburgse gemeenten minus Mook en Middelaar. De aanbesteding is opgedeeld in 8 vervoerpercelen.
