Terms of Reference (TOR) for Upgradation of Adoption of Geo-Based Technology with Automatic Data Cleaning & Quality Checks to Support EUDR Compliance Introduction Fairtrade NAPP (Network of Asia and Pacific Producers) is a crucial network that empowers Fairtrade-certified farmers and workers across the Asia Pacific region. These dedicated producers, who own 50% of the Fairtrade system, advocate for fair wages, sustainable practices, and ethical trade. With 300 pilots supporting over 2 lakhs farmer, NAPP contributes to a more equitable and sustainable world by championing responsible production and consumption of a diverse array of Fairtrade products. Fairtrade-certified farmers and workers across the Asia-Pacific region are committed to sustainable agricultural practices. In alignment with the new European Union Deforestation Regulation (EUDR), which entered into force on 29 June 2023, Fairtrade standards now require robust systems to ensure that any products placed on or exported from the EU market are deforestation-free and fully traceable. Operators and traders must provide proof that these products do not originate from recently deforested land or contribute to forest degradation, aligning with both EUDR and Fairtrade’s social and environmental commitments. About the Project This project aims to adopt geo -based technology within Fairtrade producer organizations to support EUDR compliance. A key enhancement is the integration of automatic data cleaning and quality check features to improve the accuracy, reliability, and audit-readiness of geolocation and compliance data. This technology will facilitate geolocation data collection, preliminary deforestation risk assessment, database maintenance, quality assurance, and integration with EUDR reporting platforms. Project Objective Adopt geo-based technology that helps Fairtrade producers in the Asia-Pacific region demonstrate compliance with the EUDR by enabling transparent, traceable, and deforestation - free value chains. Scope of Work 1. Development of Geo-Tool with Auto Data Cleaning: Create a practical geo-tool that not only compiles geolocation data but also automatically cleans and validates data for errors such as incorrect coordinates or topological mistakes. 2. Preliminary Risk Assessment: Conduct risk assessments identifying deforestation or degradation threats impacting compliance. 3. Database Maintenance: Maintain and regularly update a database of farmers' geolocations using automated quality checks to ensure data integrity. 4. Deforestation Monitoring & Reporting: Utilize geolocation technology for ongoing detection and monitoring of deforestation risks, supporting due diligence statements for EUDR. 5. Integration & Data Flow: Integrate outputs with Fairtrade platforms and ensure data format compatibility for EUDR reporting (TRACES or other relevant systems). Deliverables 1. Functional geo-tool with auto data cleaning and quality check capabilities - upgradation 2. Risk assessment report incorporating clean and verified data 3. Updated farmer geolocation and compliance database 4. Functionality for farmer-level monitoring and reporting 5. Documentation demonstrating EUDR traceability and deforestation-free status Expected Outcomes 1. Enhanced data quality, reducing errors and risk of non-compliance 2. Increased accessibility and usability of geo -tools with automated quality features for Fairtrade producers 3. Readiness for EUDR due diligence and reporting (including geolocation and risk analysis) 4.
