The Inter-American Development Bank (IDB) invites specialized consulting firms to submit their proposals to carry out an ex-dure specialized external evaluation of the Ballistic Identification System (IBIS) at the national level.

The main objective is to evaluate the quality, consistency, and implementation of the essential components of the system (people, technology, processes, and relationships) to mitigate critical administrative nodes, optimize the resources of the ballistic section, and propose an operational strengthening roadmap aligned with the 2023-2028 Strategic Plan.

1. Technical and methodological scope (System Phases)

Capture and Storage Phase: Technical evaluation of the 3D scanning protocols, validation of topographic digital signatures (culotes and mantles) and performance/latency analysis of the Central Data Hub.

Analysis and Validation Phase: Evaluation of the workflow in Matchpoint stations, the productivity of the technical-expert model and the integration of systems.

Territorial Intelligence Phase: Evaluation of the use of the SAGBA platform for the tracking of weapons routes, criminal georeferencing and detection of hot spots.

Mandatory Case Study: Detailed analysis of a real case of homicide provided by the PDI (anonymized) to measure the effectiveness of linkage (ballistic hits), inter-institutional interoperability between the PDI and LABOCAR (Carabineros) and the visualization of geointelligence.

2. Key Activities

Diagnosis of regional nodes: Comprehensive evaluation of the operational capacity, interconnection and traceability in the four active nodes of the country: Iquique, Santiago, Concepción and Temuco.

Technology ecosystem review: Diagnostics of specialized hardware and software, including Brasstrax (vanilla), Bullettrax (projectiles), Central Hub, and Matchpoint stations.

Human Capital Management (Gap Analysis): Modelling of the ideal staffing by contrasting the real operational capacity against the workload and volume of evidence, differentiating profiles between technical support staff and accredited ballistic experts.

Regulatory framework and security: Proposals for the structural separation of databases (criminal vs. civil/commercial registries), optimization of expert reports for direct evidentiary value and security/counterintelligence protocols.

3. Expected deliverables

Output 1 — Work Plan and Gantt Chart: Detailed methodology and management of the modality of technical access to the supplier's platform.

Output 2 — First Technical Report: Diagnosis of operational gaps, critical nodes and survey of the endowment reality in the four regional nodes.

Output 3 — Second Technical Report: Methodological evaluation of the project, measurement of system performance/latency and full report of the mandatory Case Study.

Output 4 — Consolidated Final Report: National Operational Unification Strategy, Action Plan and Prioritized Roadmap.
