UNICEF Tender Description: Procurement of Laptops

Dear Company Representative,

UNICEF Türkiye Country Office invites your company to submit an offer for the attached Request for Quotation within the scope of subject tender.

The Proposals must be received at the following e-mail address [ [contact details removed] ] by latest 02 September 2026, Wednesday at or before 16:00 hrs (in Türkiye Time, GMT+3) . Proposals sent to any other email address will not be accepted. Proposals received after the stipulated date and time will be invalidated. Due to the nature of this RFQ, there will be no public opening of proposals.

This tender process is comprised of the following:

• The Tender Document (LRFQ-9205860),

• Annex A - The UNICEF General Terms and Conditions which are attached to this LRFQ document (please refer to pages between 23 and 27)

• Annex B – Financial Proposal Template with Distribution List,

• Annex C - Technical Proposal Template,

• Annex D – Checklist for Bidders.

Proposers are required to submit any queries/questions in respect of this Solicitation Document (LRFQ-9205860) by 31 August 2026, Monday at 12:00hrs (in Türkiye Time, GMT+3) email to [contact details removed]

All requests for formal clarification or queries on this RFQ must be submitted in writing to Supply Unit via email to: [contact details removed]

Full proposals must be submitted in ENGLISH and must be received not later than the closure date and time as duly signed, stamped and dated.

Bidders are requested to send electronic version of their proposals by email as Excel and duly signed & stamped PDF documents to [ [contact details removed] ] in two (2) separate emails with the tender reference in their email subjects. Proposals should not be uploaded to any type of cloud/sharing platforms. The submission documents should be sent as email attachments.

One Email / Emails for technical proposal(s) (each should have a number such as 1/4, 2/4, etc.)

Please include your technical proposal (Annex-C) both as Excel and signed stamped PDF, the item catalogue,item warranty document,and Annex-D checklist for bidders with the requested documents in Annex-D in your technical proposal email.

(Note: Page 3, 4,5 of the tender document (Bid Form) should be filled in and signed version should be submitted together with the technical proposal)

One Email for financial proposals (password protected)

Please submit your financial proposal (Annex-B) both as Excel and signed stamped PDF both as password protected in this separate email. Financial proposals shall be sent by bidders in an encrypted way (password protected) with this separate email. Please do not put the passwords in the email. The passwords for the financial proposals will be requested only from the technically qualified bidders when the technical evaluation is finalized. Proposals received in any other manner will be rejected.

Please make sure that the e-mail mentions the RFQ reference number. Only written inquiries will be entertained. Please be informed that if the question is of common interest, the answer will be shared with all potential RFQ bidders.

It is important that you read all the provisions of this RFQ, to ensure that you understand UNICEF's requirements and can submit a proposal in compliance with them. Note that failure to provide compliant proposals may result in invalidation of your proposal.

**The currency of the proposal shall be in Turkish Lira (TRY) . UNICEF will reject any proposals submitted in another currency.

***This tender is open for companies which are legally registered in Turkiye or companies who have legal presence in Turkiye . Please note that applications of companies which do not have legal presence in Turkiye will be disqualified .

****UNICEF's General Terms and Conditions (GTC), along with the special terms, conditions and clauses of any bid and contract are non-negotiable .
