Details
1. Background
UNFPA works to advance the health, rights, and well-being of adolescents and young people, including access to accurate, age-appropriate information on sexual and reproductive health (SRH), mental health, HIV prevention, life skills, and meaningful youth participation. Social, economic, geographic, gender-related, and disability-related barriers can limit access to trusted information and opportunities for participation, particularly for out-of-school adolescents, young people not in education, employment or training (NEET), transgender adolescents and young people, and adolescents with disabilities. UNFPA Pakistan intends to procure services from a qualified, legally registered for-profit firm with demonstrable youth leadership and relevant technical experience to design and deliver youth-led advocacy and Life Skills-Based Education (LSBE) activities. The services will combine youth champion engagement, community-level advocacy, accessible learning sessions, and tailored digital and information, education and communication (IEC) materials. Not-for-profit organizations are not eligible under this solicitation; this eligibility condition should be confirmed and applied consistently in accordance with the approved procurement strategy.
2. Objective of the Services
The objective is to procure an integrated package of services that strengthens young people’s capacity to act as informed advocates and peer champions on SRH, mental health, HIV prevention, life skills, and youth leadership, while expanding access to inclusive, age-appropriate LSBE for marginalized adolescents and young people.
- Recruit, prepare, and support Youth Champions to conduct safe, inclusive, evidence-informed advocacy and peer engagement.
- Design and implement accessible, multi-channel advocacy activities, including community dialogues, digital campaigns, and culturally appropriate creative formats.
- Deliver LSBE sessions tailored to the needs, age, language, and accessibility requirements of marginalized adolescents and young people.
- Develop and disseminate accurate, inclusive, accessible, and culturally appropriate digital and IEC materials, subject to UNFPA approval.
- Document outputs, participant feedback, lessons learned, and recommendations for sustainability.

- Develop and deliver an orientation and training package covering SRH, mental health, HIV prevention, life skills, youth leadership, ethical communication, safeguarding, confidentiality, misinformation, and referral protocols.
- Design and implement youth-led advocacy and communication activities, which may include community dialogues, digital campaigns, peer engagement, theatre, and other locally appropriate creative approaches.
- Use local languages and accessible formats where appropriate, ensuring messaging is evidence-informed, non-stigmatizing, gender-sensitive, disability-inclusive, and culturally appropriate.
- Submit campaign plans, messages, scripts, creative concepts, and materials to UNFPA for written approval before publication or implementation.
- Maintain records of activities and outputs, including dates, locations, participant numbers disaggregated where safe and appropriate, materials used, and documented feedback.

- Conduct sessions for agreed target groups, including out-of-school adolescents and youth, young people not in education, employment or training (NEET), transgender adolescents and young people, and adolescents with disabilities.
- Use participatory, age-appropriate, accessible, and inclusive facilitation methods; make reasonable accessibility arrangements in consultation with participants and UNFPA.
- Develop digital and printed IEC resources tailored to target groups, including accessible formats and local-language versions where agreed.
- Establish safe participation procedures, informed consent/assent processes as applicable, confidentiality safeguards, and referral arrangements for disclosures or requests for support.
