De opdracht betreft het meerdere jaren uitvoeren van enquêtes onder justitiabelen naar de beleving van voeding in detentie. Bij het (veld)onderzoek moet rekening worden gehouden met de soms moeilijk te bereiken doelgroepen van justitiabelen. Het onderzoek dient jaarlijks te worden uitgevoerd bij 30 DJI-inrichtingen die zijn verspreid over Nederland. Er wordt beoogd een overeenkomst te sluiten met 1 opdrachtnemer. De opdracht start met een implementatiefase van drie maanden, waarna de uitvoeringsfase volgt van initieel vier jaar en aansluitend vier verlengingsopties van telkens maximaal een jaar. Aanbestedende dienst gaat uit van een geraamde totale opdrachtwaarde, inclusief ALLE opties, van € 1.365.000,- exclusief btw. Er wordt een vaststaand budget beschikbaar gesteld, waarvoor de opdracht dient te worden uitgevoerd. In de aanbesteding wordt niet geconcurreerd op prijs, maar enkel op kwaliteit.
