Rammeavtale skal innfri våre totale behov innen reklame, kampanjer og grafisk design. Dette omfatter blant annet konsept- og idéutvikling, animasjon- og filmproduksjon, kreativ og strategisk rådgivning, omdømmebygging, tekst og grafisk design, kunnskap og forståelse for kanalvalg mm.Leverandøren må kunne tilby samtlige tjenester som er beskrevet i kravspesifikasjonen.Det er mulig å bruke underleverandører for å kunne gi et fullstendig tilbud, men det forventes at avtaleleverandørens har en bred reklame-, kampanje- og designkompetanse, herunder tjenester som strategisk rådgivning, kreativ konseptutvikling.
