The Government of Indonesia, through the Ministry of National Development Planning/National Development Planning Agency (Bappenas), has received grant funding from the Global Environment Facility (GEF) Sustainable Cities Impact Project (SCIP) through the World Bank. Part of this funding is allocated for individual consultant services.

The Individual consultant services are output-based and will be responsible for : Project governance and management framework. Develop management and administrative frameworks on the PIU side of the SUMP development, including setting up stakeholder relations & consultations arrangements to confirm project scope, data requirements, and monitoring methodologies have been aligned with the needs; Oversight and safeguard supervision. Manage project governance through inter-agency coordination and milestone monitoring while overseeing the contracted consulting firms to ensure data quality, deliverable integrity, and full compliance with the project ToRs and World Bank’s ESF and fiduciary requirements. This includes overseeing the administrative coordination, logistics, and documentation of Focus Group Discussions (FGDs) and steering committee meetings involving line ministries, local governments, and the World Bank; Technical advisory on urban mobility and sustainable transport planning. Provide substantive technical advisory across the SUMP development cycle, including:

integration of sustainability, climate resilience, and World Bank ESF standards into transport planning documents; review of environment, social and governance (ESG) monitoring frameworks and gender equality and social inclusion (GEDSI) to guarantee equitable engagement, transparent governance, and accountable decision-making; strategic inputs for the development of Integrated Transport Authority (ITA) frameworks to support effective long-term SUMP implementation; technical guidance on core transport planning methodologies, including four-step model, level of service (LOS), O/D Matrix development, concepts related to Functional Urban Area (FUA) and Transit-oriented Development (TOD), design and analysis of data collection and survey, scenario building and selection, and prioritization of programs; inputs on transport economics and financing, including economic and financial appraisal of priority programs, cost-benefit and cost-effectiveness analysis, creative finance schemes (e.g. land value capture, KPBU/PPP, blended financing), and affordability and fiscal sustainability consideration.

to shape the strategic direction of the Balikpapan and Palembang SUMP, ensuring that all technical outputs align with sectoral best practices and the project’s regulatory framework. 4. Documentation compliance and audit-readiness. Ensure that contract and project documentation is maintained complete, properly filed, and consistent with prevailing national regulations, so as to support timely contract clearance and facilitate examination by oversight bodies including the Badan Pemeriksa Keuangan (BPK).

In addition, The Consultant may be required to execute following supporting activities including but not limited to: Knowledge transfer to the Directorate. Work alongside the team of Individual Consultants to strengthen the technical capabilities of the Directorate in managing complex urban mobility frameworks, transport economics and creative financing, traffic demand management, and the governance of integrated transportation systems. Support to World Bank implementation support missions. Contribute substantive inputs and documentation to World Bank implementation support missions, including pre-mission briefings, technical materials, and inputs to aide-memoires and management letters, ensuring that Directorate’s positions and the SUMP project’s progress are represented accurately and consistently.

The Directorate of Connectivity and Logistic Infrastructure at the Ministry of National Development Planning/National Development Planning Agency now invites eligible individual consultant (“Consultant”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are the relevant experience of the individual consultant in:

REQUIRED SKILLS AND EXPERIENCE Essential Qualification Minimum requirement of a master’s degree in urban planning, transport engineering, transport economics, transport project management, public policy, business administration, or a related field; More than 15 years of work experience in urban mobility, sustainable transport planning, and/or transport sector policy, of which at least 5 years in advisory, planning, or project management roles; Has experience in a minimum of one (1) SUMP/Pre-FS/FS project (proven by CV and supporting document(s) such as contracts, acknowledgment letter, or other related documents); Demonstrated experience in project management and/or monitoring and evaluation of donor- financed or government-financed transport, infrastructure, or planning projects, including managing project timelines, deliverables, and reporting cycles; Familiarity with the Indonesian national and subnational development planning system (RPJMN, RKP, RPJMD, RTRW) and relevant transport sector regulatory framework, as well as the World Bank’s Environmental and
