This is a combined synopsis/solicitation for commercial items prepared in accordance with the Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation RFQ- 36C25026Q1013 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, effective 03/13/2026. This is a firm fixed price, Small Business Set-Aside solicitation. The North American Industry Classification System (NAICS) number is 334510.
NOTE: This solicitation is for one Transcranial Magnetic Stimulation System that is FDA-cleared for
Major Depressive Disorder (MDD) and obsessive-compulsive disorder (OCD). All interested companies shall provide quotations for the requirements listed below. Materials and parts
will be delivered to: Richard L. Roudebush VA Medical Center, 1481 W. 10th St., Indianapolis, IN
46202, FOB destination. Minimum Requirements The required TMS device must have the following salient characteristics, specific to the clinical needs
and operation at our VAMC:
- Delivers a series of pulsed magnetic stimuli to targeted regions of the brain, following predefined treatment protocols. - Non-invasive procedure—requires no anesthesia and does not disrupt normal cognitive functions.
- Flat purchase model: No pay-per-use fees; acquisition includes all treatment protocols.
- Upgradeable treatment protocols: Device must support future protocol updates.
- High patient throughput: Utilizes a liquid-cooled TMS coil for sustained clinical use with
minimal downtime.
- Low acoustic noise: Device operates at low intensity acoustic signature (clicking), minimizing
patient discomfort. - System adaptable to any practice size: Must be installable in a variety of clinical settings. - Theraburst stimulation capability as an available therapy option.
- Clinical safety and efficacy: Free from common antidepressant side effects (weight gain, sexual
dysfunction).
- Onsite installation and training: Contractor provides initial setup and hands-on orientation for
clinical staff. - Ongoing technical and marketing support included. - Comprehensive documentation and warranty: Delivered with product documentation, warranty information, and support contacts. TMS device is being used to treat:
- Major Depressive Disorder (MDD): Specifically for patients who have not responded to at least
one antidepressant medication.
- Obsessive Compulsive Disorder (OCD): FDA-cleared protocols for OCD treatment are also
utilized. The goal is to provide safe, evidence-based neurostimulation for refractory depression and OCD, improving patient outcomes where conventional pharmacologic treatments have failed or are not tolerated.

Offerors must comply with all instructions contained in provision 52.212-1, Instructions to Offerors- Commercial Products (SEP 2023) (DEVIATION OCT 2025), applying to this acquisition. An award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of RFO FAR 12. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following must be completed to be considered for award: - Quote with the following information o The solicitation number; o The name, address, telephone number of the Offeror; o The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;o A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; - FAR 52.225-2 – Buy American Certificate (see attached) - Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://sam.gov. - To facilitate the award process, all quotes must include a statement regarding the terms and

Quoters shall list exception(s) and rationale for the exception(s), if any. Contractor shall provide an authorized distribution letter. The Contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized Contractor reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The Contractor shall provide new items ONLY; no remanufactured/used or "gray market" items (852.212-71 Gray Market and Counterfeit Items (FEB 2023)). All items must be covered by the manufacturer's warranty.
