ToR - Virtual Walkthrough Videos & Simulations
Organization: WASH Institute
Apply By: 25 Oct 2026
TERMS OF REFERENCE (TOR)
Assignment Title: End-to-End Production and Web Integration of Interactive 360°/Virtual Walkthrough Videos and Simulations for Wastewater and Faecal Sludge Management Facilities
Client / Implementing Organization: Water, Sanitation and Hygiene (WASH) Institute
Assignment Duration: 4 Months
Last Date for Submission: 25th October 2026
Context and Objective Practical training and capacity building in Non-Sewered Sanitation (NSS), Faecal Sludge and Septage Management (FSSM), and Decentralized Wastewater Treatment Systems (DEWATS) typically rely on physical exposure visits to operational treatment facilities. However, geographical, financial, and logistical barriers often limit the scale and frequency of these field visits. To overcome these constraints, the WASH Institute seeks to engage a specialized creative and technical agency for the end-to-end design, production, and deployment of realistic, high-fidelity interactive virtual walkthrough videos and inspection simulations. These digital assets will serve as complete operational replacements for in-person field visits, providing trainees with an immersive visual experience explaining: - Each plant component and unit process. - Engineering and biological functions. - Key operation and maintenance (O&M) requirements, parameter monitoring, and standard safety protocols.
Scope of Work
The selected agency will handle turnkey production across 11 distinct modules/facilities: Modules to be Developed - Faecal Sludge Treatment Plant (FSTP) 1: Planted Drying Bed (PDB) based system.
- FSTP 2: Thickening Tank and Mechanised Dewatering (e.g., screw press / centrifuge) based system.
- FSTP 3: Anaerobic Digester and Unplanted Sand Drying Bed based system.
- Desludging Vehicle Inspection Simulation: An interactive walkthrough following a desludging vacuum truck, its mechanical components, safety accessories, PPE compliance, and operator handling practices. Trainees will observe operations and complete an interactive evaluation/inspection checklist embedded directly in the simulation.
- Waste Stabilization Ponds (WSP): Anaerobic, facultative, and maturation pond sequence.
- Decentralized Wastewater Treatment System (DEWATS): Settler, Anaerobic Baffled Reactor (ABR), Anaerobic Filter (AF), and Planted Gravel Filter (PGF).
- Sequencing Batch Reactor (SBR): Electromechanical municipal sewage treatment facility with SCADA.
- Moving Bed Biofilm Reactor (MBBR): Media-assisted biological treatment system with SCADA.
- Extended Aeration System: Aeration tank, secondary clarifier, and RAS/WAS loop with SCADA.
- Biosolids Treatment Facility: High-rate digestion/thermal hydrolysis, energy generation/biogas utilization, and mechanical dewatering/thermal drying/Solar Drying.
- Biosolids Co-Composting Facility: Feedstock mixing, windrow/aerated static pile formation, turning, temperature/moisture monitoring, screening, and bagging.
The final selection of facilities and locations shall be coordinated with and approved by WASH Institute. Responsibilities of the Agency - Site Sourcing & Clearances: Identify appropriate, fully operational representative facilities across India, obtain all administrative permissions/statutory clearances, and manage site liaisons. - Pre-Production: Conduct site preparation, technical scouting, scriptwriting (vetted by WASH Institute technical experts), voiceover auditioning, and storyboarding. - Production: Direct on-site filming, equipment provisioning (360° camera rigs, stabilization gear, drone video where permitted, and professional audio), and staging of operational routines. - Post-Production: Video editing, graphic animation/hotspot programming, sound engineering, bilingual subtitles/audio mastering, and checklist UI integration for the desludging vehicle module. - Technical Integration & UAT: Server testing, compression optimization for standard broadband connections, responsive mobile/desktop testing, and final deployment with the internal IT team.
Eligibility & Agency Qualifications
- Proven experience in interactive 360° media, immersive training tools, industrial walkthroughs, or simulated operational environments. - Demonstrated portfolio showing interactive hotspots, audiovisual production, and learning UI workflows. - In-house multidisciplinary technical capacity (videographers, instructional designers, UI/web developers, and bilingual voiceover artists) or documented subcontracting arrangements. - Prior experience visualizing technical engineering infrastructure, utilities, or sanitation assets will be considered a strong advantage. - Joint ventures involving up to two firms will be accepted. - Capacity to complete the assignment within four months. Proposal Submission Form - Interested agencies must submit their technical and financial proposals through the prescribed form here: Agency Application Form - The technical proposal shall include relevant experience, portfolio, proposed methodology, team composition, and work plan. - The financial proposal must provide separate quotations for each of the 11 modules, with costs for the guided walkthrough and self-paced interactive walkthrough indicated separately for each module, along with any common costs, applicable GST, and the consolidated total cost for all modules: Download the template here. Submission Guidelines & Deadlines - Proposals must include the completed Application Form along with company registration certificates, PAN and GST registration details (where applicable), portfolio attachments, and signed technical and financial proposals. - NGOs/Trusts/Societies are not permitted as lead partners.
