The full ToR, including detailed evaluation questions, methodology, and application requirements, is available at the link here: Terms of Reference Caritas Switzerland (CACH) seeks a national MEAL Technical Advisor to ensure effective Monitoring, Evaluation, Accountability and Learning (MEAL) systems across the Ukraine Country Programme. The role provides technical oversight and advice to CACH and partner organisations on M&E frameworks, data quality, accountability and feedback mechanisms, learning, reporting, information management, programme quality and capacity building, helping ensure programme quality and accountability to affected populations.

Tasks:

- Provide technical guidance to partner organisations on M&E systems, frameworks, indicators, MEAL plans and data collection tools. - Conduct and support field monitoring, spot checks and data verification; review partner MEAL reports and follow up on data gaps and quality issues. - Lead/support evaluations, assessments, research, reviews and Third-Party Monitoring (TPM), including ToRs, methodologies, quality assurance and follow-up actions. - Strengthen accountability systems, including complaints and feedback mechanisms, analysis of feedback trends and corrective actions. - Lead learning events, reflection sessions, after-action reviews, needs/gap assessments and MEAL capacity-building for CACH and partner staff. - Coordinate MEAL reporting and provide validated indicator results, trend analysis, monitoring/evaluation findings and data visualisation for decision-making. - Maintain and develop MEAL databases, indicator tracking tools, dashboards and the Power BI Programme Portfolio Dashboard; conduct regular data quality checks. - Promote programme quality and compliance by integrating MEAL and cross-cutting themes into project design and monitoring donor and humanitarian standards.

Requirements:

- University degree in humanitarian/development studies, international relations, business administration, social work, mathematics/statistics or a related field is highly desirable. - Minimum 5 years’ experience in a MEAL-related role with strong monitoring and evaluation skills, including evaluations. - Knowledge of livelihoods and/or humanitarian assistance sectors (shelter, protection, MHPSS, CVA) is highly desirable; emergency response/fragile-state experience required. - Proven ability to supervise, train, and coach staff and facilitate technical trainings. - Advanced research and data-quality skills; strong reporting and documentation abilities. - Good knowledge of international MEAL standards/frameworks, including OECD-DAC criteria, Sphere Standards and the Core Humanitarian Standard (CHS). - Experience with data collection, processing and visualization tools such as KoBo Toolbox, MS Excel/Access, SPSS, NVivo, Power BI and Tableau. - Excellent communication, collaboration and partnership skills; commitment to localization and continuous learning; excellent written and spoken English and Ukrainian.
