Details

Provincie Zuid-Holland heeft in haar gebied een groot aantal objecten, zie overzicht in bijlage ‘Overzicht buitenlocaties Provincie Zuid-Holland’. De toegang tot die objecten is, op dit moment, beveiligd op verschillende manieren. Zo vindt de identificatie voor toegang tot gebouwen plaats met een pas en/of fysieke sleutels.

Het beheer van de toegang tot objecten, en zeker daar waar de toegang via sleutels is geregeld, is arbeidsintensief en inefficiënt. Bovendien is er onvoldoende overzicht waar sleutels zijn uitgegeven en wie sleutels in beheer heeft. Mede daardoor is er onvoldoende controle op wie zich toegang verschaft/krijgt tot beveiligde objecten van PZH.

Deze aanbesteding heeft als doel het sluiten van een overeenkomst met 1 leverancier voor de uitvoering van de scope (zie paragraaf 2.5) ten behoeve van Toegangscontrole op de objecten van PZH. Met ‘toegangscontrole’ wil PZH onbevoegde toegang door personen voorkomen en controle hebben op de toegang in (gedeeltes van) alle objecten van de Provincie. Daarbij hoort het op een transparante wijze kunnen autoriseren van toegang tot objecten en effectueren van autorisaties, vastgelegd en beheerd in een intuïtief te gebruiken systeem waarmee het beheer makkelijker, eenvoudiger en efficiënter ingericht wordt.

Deze doelstellingen zijn door de Aanbestedende dienst vertaald naar de afbakening van de Opdracht, de eisen die aan de uitvoering ervan gesteld worden, de eisen die aan Ondernemers worden gesteld om voor de Opdracht in aanmerking te komen, de wijze waarop Gegadigden geselecteerd worden en uiteindelijk de economisch meest voordelige Inschrijving gekozen wordt.
