SRD Center is seeking a qualified Team Leader / Evaluation Manager for a proposed final external evaluation of a development programme in Madaba Governorate, Jordan. The programme links women’s economic empowerment, entrepreneurship, cultural heritage, tourism, local economic development, municipal capacity-building, and gender-responsive urban and tourism planning. The Team Leader will provide overall technical and managerial leadership for a mixed-methods evaluation based on the OECD-DAC evaluation criteria, including relevance, coherence, effectiveness, efficiency, emerging impact, and sustainability. The assignment will combine desk review, stakeholder consultations, interviews, focus group discussions, field observations, evidence triangulation, analysis, stakeholder reflection, and preparation of evaluation reports. The assignment is expected to take place during the period September–December 2026 and will include field engagement in Madaba.

Tasks:

- Provide overall technical leadership and management of the evaluation assignment. - Lead the development and refinement of the evaluation methodology, analytical framework, evaluation matrix, and sampling approach. - Ensure appropriate application of OECD-DAC evaluation criteria and mixed-methods evaluation principles. - Review programme documentation, monitoring data, implementation records, financial information, and other relevant evidence. - Lead and/or supervise key informant interviews, focus group discussions, stakeholder consultations, and other primary data collection. - Ensure that the evaluation applies gender-responsive, participatory, inclusive, conflict-sensitive, and ethical approaches. - Lead analysis and triangulation of qualitative and quantitative evidence. - Assess programme relevance, effectiveness, efficiency, coherence, emerging outcomes, sustainability, institutional ownership, and potential for replication or scaling. - Coordinate the work of technical specialists and field researchers. - Lead preparation of the inception report, preliminary findings presentation, draft evaluation report, and final evaluation report. - Facilitate stakeholder reflection and learning discussions on preliminary findings. - Develop evidence-based conclusions, lessons learned, and practical recommendations. - Ensure quality assurance, data protection, confidentiality, informed consent, and independence throughout the evaluation. - Ensure timely completion of all outputs in accordance with the agreed work plan.

Qualifications:

- Advanced university degree in evaluation, development studies, economics, social sciences, gender studies, urban development, cultural heritage, tourism, business development, public policy, or another relevant field. - At least 8 years of professional experience in programme and project evaluation. - Demonstrated experience leading mixed-methods evaluations. - Strong knowledge and practical experience applying OECD-DAC evaluation criteria. - Relevant experience evaluating programmes related to one or more of the following: - Women’s economic empowerment; - Entrepreneurship; - Local economic development; - Cultural heritage; - Tourism; - Municipal or urban development; - Community-based development. - Demonstrated experience designing and conducting stakeholder consultations, interviews, focus group discussions, and qualitative data analysis. - Strong analytical, facilitation, stakeholder engagement, and report-writing skills. - Previous experience with internationally funded development programmes, UN agencies, international organizations, donors, municipalities, or civil society organizations is highly desirable. - Experience in Jordan or the wider MENA region is an advantage. - Excellent written and spoken English is required.
