Economic Inclusion of Youth and Women in Zanzibar Project Project ID. P165414 GENERAL PROCUREMENT NOTICE (GPN) The Zanzibar Fighting Against Youth Challenges Organization (ZAFAYCO) within the jurisdiction of the Revolutionary Government of Zanzibar, United Republic of Tanzania, has a received a grant in the amount equivalent of US$ 2.7 million from the World Bank towards the Economic Inclusion of Youth and Women in Zanzibar Project and it intends to apply part of the proceeds for payments for goods, works, Consultant services and non-consulting services to be procured under this Project. The proposed project is intended to increase access to improve livelihoods support for better skills and access to opportunities in the tourism sector for the most vulnerable poor and marginalized youth and women in underserved target areas in Unguja and Pemba. The project will achieve this objective through establishment of youth community centers, provision of community-level resources including services to the underserved youths, capacity building of youths with skills and knowledge to enable the youths especially young women to become wage employees or entrepreneurs in the tourism sector and development of market linkages. The Project will be carried out by Zanzibar Fighting Against Youth Challenges Organization (ZAFAYCO) Available procurable opportunities are provided hereunder: A. Goods Purchase of ICT Equipment for existing and new buildings, Purchase of Electronics Items, Office Furniture, Materials {Teaching/learning aids}, Stationeries, Office Equipment and Supplies, Fuel, Japan visibility materials. B. Works Renovation/rehabilitation of two functional community centres (one in Chake-Chake, Pemba, and one in Mombasa, Unguja) C. Non-Consulting Services Office cleaning services, Security services, Vehicle rental and Renting Costs for 2 YCCs D. Consulting Services Consultancy services for Project Communication and Stakeholders Engagement Plan, Consultancy services for Developing entrepreneurship and employability training content, consultancy services for M&E Expert for Baseline, Mid-term and Final Evaluation, Consultancy services for Design and Supervision for YCC Renovation, Hiring of Project Implementation Unit (PIU), Consultancy services for developing beneficiaries database, Consultancy services for market needs assessments, Consultancy services for Project Sustainability Plan, Consultancy services for developing Community Engagement Plan, Technical support to incubates, Formalization of business initiatives and marketing linkage, Youth Business Placement (Apprenticeship), External Audits, Mid-Term Review, Implementation & Completion Report (ICR), Develop employment and entrepreneurship training content. M&E Expert for Baseline, mid-term and Final Evaluation Data Collection Procurement of Works, Goods, Non-Consulting and Consulting Services Contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Regulations. The World Bank shall arrange the publication, on its external website, of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific Procurement Notices (SPN) for Contracts subject to open International Competitive Bidding (ICB) procedures and for Contracts for Consultancy Services will be announced, as they become available on the World Bank website.
