GENERAL PROCUREMENT NOTICE THE REPUBLIC OF TAJIKISTAN TAJIKISTAN'S WOMEN'S ECONOMIC EMPOWERMENT PROJECT (TWEEP)

The Republic of Tajikistan has received financing in the amount of US$4.73 million equivalent from the Japan Social Development Fund (JSDF) administered by the World Bank toward the cost of the Tajikistan's Women's Economic Empowerment Project (TWEEP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Supporting Livelihood for Individuals and Groups: This component aims to enhance women's economic participation by strengthening skills, resources, and access to market opportunities in eight target districts across the DRS, GBAO, and Dushanbe regions, through capacity building, group livelihood models, in-kind grants, mentoring, market linkages, and support for rural tourism development. Component 2: Support to Registered Micro, Small and Medium Enterprises (MSMEs) Led or Managed by Women: This component aims to strengthen the growth, competitiveness, and resilience of women-led and women-managed MSMEs nationwide through customized diagnostics, training, business advisory support, matching grants, and a tourism-focused subcomponent supporting women-led MSMEs in eco-tourism, hospitality, and tourism-related digital platforms. Component 3: Project Management, Monitoring and Evaluation (M&E), and Communication: This component will support effective project implementation through project management and administration, monitoring and evaluation (including baseline and endline surveys), and communications and knowledge dissemination activities. Consulting services to be procured through open international competitive procurement: (i) recruitment of a Technical Partner (TP) for Component 1, to support the implementation of livelihood training, mentoring, and in-kind grant activities for individual and group beneficiaries in the six target districts; (ii) recruitment of a Technical Partner (TFP) for Component 2, to support the implementation of business development, diagnostics, training, and matching grant activities for women-led and women-managed MSMEs nationwide. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (dated July 2016 and revised in September 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank arranged the publication on its external website of the agreed initial procurement plan and will publish all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open competitive procurement will be announced, as they become available, on the World Bank's external website and the State Committee on Investments and State Property Management's website at www.investcom.tj .
