Assignment Title Selection of four (4) Individual Consultants for the International Panel of Experts (IPEs)

The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Strengthening Hydromet and Climate Services under the Component-II of the Integrated Flood Resilience and Adaptation Project (IFRAP), and intends to apply part of the proceeds toward payments under the contracts for the consulting services of an International Panel of Experts (IPEs). PIU-PMD invites Expressions of Interest from eligible individual consultants (on open international competition) for the following positions of the International Panel of Experts (IPEs):

Position and Reference No. Minimum Qualification Minimum Experience

1. System Integrator Expert (Team Leader)

PK-PMD-562898-CS-INDV Masters in Computer Science, IT, Engineering, Meteorology, Environmental Science, DRM or related discipline. 15 years in hydrometeorology, early warning, systems integration and ICT modernization, incl. leading multidisciplinary teams.

2. Numerical Weather Prediction (NWP) and Forecasting Expert

PK-PMD-562908-CS-INDV Masters in Meteorology, Atmospheric Sciences, NWP, Applied Mathematics, Physics, Environmental Sciences or related discipline. 8 years in operational NWP / weather forecasting, incl. ensemble, verification and HPC-supported workflows; two comparable assignments.

3. ICT / Software & Data Integration Expert

PK-PMD-562912-CS-INDV Masters in Computer Science, Software Engineering, IT, Computer Engineering or related discipline. 15 years in software engineering and data integration, incl. real-time data-acquisition, CDMS and WIS2 platforms.

4. HPC (High-Performance Computing Infrastructure) Expert

PK-PMD-414800-CS-INDV Masters in Computer Science, Computer Engineering, IT, Computational Science, Electrical Engineering or related discipline. 10 years in planning, procuring and managing HPC infrastructure, incl. direct responsibility for comparable operational HPC systems; two comparable projects.

3. Interested Consultants should submit an Expression of Interest, stating the position and Reference No., with a detailed CV. A Consultant may apply for more than one position with a separate EOI and CV for each, but may be selected for one position only. 4. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. Consultants will be selected through Open Competitive Selection of Individual Consultants, as set out in the Procurement Regulations.
