SYRIAN ARAB REPUBLIC Syria Emergency Water Security and Resilient Services Project Water Sector

Project ID No. P515199 The Syrian Arab Republic has applied for grant financing in the amount of US$150 million equivalent from the World Bank toward the cost of the Syria Emergency Water Security and Resilient Services Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services, and consulting services to be procured under the Project. The Project will be financed by the International Development Association (IDA). The Project Development Objective is to restore bulk water and wastewater infrastructure in priority areas and enhance resilience to climate risks in Syria. The Project will include the following components and key procurement opportunities:

Component 1: Restoring and Safeguarding Water Supply Services (estimated cost: US$60 million)

This component will restore critical bulk water supply systems and strengthen the resilience, efficiency, and sustainability of water service delivery in priority governorates. It covers the Ain Al-Zarqa water supply system, the Upper Orontes Water Treatment Plant and supply system for Homs and Hama, and emergency equipment and resilient supplies. Component 2: Rehabilitating Wastewater Infrastructure (estimated cost: US$70 million)

This component will improve sanitation services and reduce environmental contamination through rehabilitation of the Adra Wastewater Treatment Plant and studies and preparatory activities for wastewater treatment plants in Aleppo and Rural Damascus. Procurement of contracts financed by the World Bank will be conducted in accordance with the World Bank's Procurement Regulations for IPF Borrowers, 7th Edition, dated September 2025, and will be open to all eligible firms and individuals as defined in the Procurement Regulations.
