Die Dienststelle Verkehr und Infrastruktur (vif) des Kantons Luzern beschafft externe Projektleitungskapazitäten für die Abteilung Planung Strassen. Ziel ist die Unterstützung bei der Entwicklung und Steuerung von Tiefbauprojekten im Bereich Strasseninfrastruktur, Kunstbauten und Naturgefahren von der Projektierung bis zur Bewilligung (SIA-Teilphasen 31 Vorprojekt bis 33 Bewilligung, teilweise einschliesslich 21 Vorstudie). Gegenstand der Beschaffung sind externe Projektleitungsteams. Ein Team besteht aus einer erfahrenen Senior-Projektleiterin bzw. einem erfahrenen Senior-Projektleiter als Teamleitung sowie mehreren Projektleiterinnen und Projektleitern. Die Teams übernehmen für die vif die Führung und Steuerung der ihnen zugewiesenen Projekte, koordinieren die beauftragten Projektierungsteams und stellen die Zusammenarbeit mit Behörden, Gemeinden und weiteren Anspruchsgruppen sicher. Das zu bearbeitende Projektportfolio umfasst Ausbau- und Instandsetzungsprojekte unterschiedlicher Grösse und Komplexität. Dazu gehören insbesondere Strassenprojekte einschliesslich Entwässerung und Werkleitungen, Projekte zur Umsetzung der Anforderungen des Behindertengleichstellungsgesetzes sowie Kunstbauten wie Durchlässe, Über- und Unterführungen oder Stützmauern. Die externen Teams werden in die Organisation der vif integriert und arbeiten eng mit den internen Fachstellen zusammen. Sie unterstehen direkt dem Abteilungsleiter Planung Strassen. Die Beauftragung erfolgt über einen Rahmenvertrag mit einer Laufzeit von fünf Jahren. Die konkreten Leistungen werden projektspezifisch über Abrufverträge ausgelöst.
