Contract title: Supply, Installation and Commissioning of ICT Equipment and Digital Video Camera for National Building Research Institute.

1. The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract. 2. The Chairman, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible Bidders for Supply, Installation and Commissioning of ICT Equipment and Digital Video Camera for National Building Research Institute. Implementation period: Three months. 3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Qualification Criteria

Bidder must meet the following minimum qualification criteria: (i) General Experience

  • Lot 01 and 02: The Bidder should have general experience in the supply and installation of Computers/ICT equipment, in the role of Contractor/Supplier, for at least eight (8) years prior to the bid submission deadline. • Lot 03: The Bidder should have general experience in the supply and installation of camera-related equipment, in the role of Contractor/Supplier, for at least five (5) years prior to the bid submission deadline.
  • Lot 04, 05 and 06: The Bidder should have general experience in the supply and installation of microphone system and projector-related equipment, in the role of Contractor/Supplier, for at least five (5) years prior to the bid submission deadline.

(ii) Specific Experience

  • Lot 01 and 02: The Bidder shall have successfully completed at least one (1) contract for the supply, installation, and commissioning of computers in Sri Lanka, involving a minimum of 50 tablets, within the last five (5) years. • Lot 03: The Bidder shall have successfully completed the supply, installation, and commissioning of camera equipment in Sri Lanka, involving a minimum of 10 cameras, within the last five (5) years.

(iii) Brand Continuity Experience

  • The Bidder shall demonstrate experience in supplying the same brand/make of equipment offered, under each Lot, for a continuous period of at least five (5) years preceding the bid submission deadline.

(iv) Financial Capacity

  • Lot 01:

a. Minimum required Average Annual Turnover over the last three (3) years: LKR 52 million. b. Minimum liquid assets and/or credit facilities, net of other contractual commitments: LKR 5 million. • Lot 02: a. Minimum required Average Annual Turnover over the last three (3) years: LKR 4 million. b. Minimum liquid assets and/or credit facilities, net of other contractual commitments: LKR 0.5 million. • Lot 03: a. Minimum required Average Annual Turnover over the last three (3) years: LKR 5 million. b. Minimum liquid assets and/or credit facilities, net of other contractual commitments: LKR 0.5 million. 4. 5. The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR. 10,000.00 from August 31, 2026, between 9.00 am to 2.30 pm on any working day. The method of payment will be Cash. 6. Bids must be delivered to the address below on or before September 21, 2026, at 2.00 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened soon after closing in the presence of the bidders’ representatives who choose to attend.

7. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee: LKR 525,000.00 for Lot 01, LKR 45,000.00 for Lot 02 and LKR 57,000.00 for Lot 03.

8. A Pre-Bid Meeting will be arranged at 10:30 a.m. on September 7, 2026, in the Conference Room at the address given below.
