Supply, Delivery, Installation, Configuration, Implementation, Commissioning, Training and Maintenance of a Centralized Fraud Risk Management System (CFRMS) for LankaPay (Pvt) Ltd.

a) The Bidder, either individually or as a joint venture (JV), shall ensure adequate local presence and support in Sri Lanka, directly or through an authorized local agent. JV members shall be jointly and severally liable for contract performance. The bid shall include a JV agreement or letter of intent identifying the lead member and authorizing it to act on behalf of all members. The JV composition shall not be changed after the bid submission deadline without LankaPay's prior written consent. b) The proposed Solution shall be an existing product that is generally available at the date of bid submission and is in production use at one or more financial institutions. A solution to be developed for this procurement shall not be accepted. c) The Bidder shall have implemented at least three (3) fraud risk management or fraud detection systems, internationally or locally, within the last ten (10) years, evidenced by implementation records and client reference letters. d) The Bidder shall have experience of working with financial institutions or banks for at least five (5) years. e) Annual turnover of the Bidder shall be at least LKR 5 billion on average over the last three (3) years. Where the Bidder is a joint venture, this requirement may be satisfied by the combined annual turnover of all members of the joint venture. Audited financial statements for the last three (3) years shall be submitted for each member relied upon. f) The Bidder shall have maintained financial stability and satisfactory performance for the last three years. Financial statements audited for the last three (03) years shall be submitted. Where the Bidder is a joint venture, this criterion applies to each member individually. g) The Bidder shall declare that it is not blacklisted, debarred or suspended by any government authority, regulator or multilateral agency, and that it is not subject to any proceeding that would reasonably be expected to result in such action. Where the Bidder is a joint venture, this declaration shall be made by each member individually.
