1. The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Digital Economy Acceleration Project, and intends to apply part of the proceeds toward payments under the contract [1]forSupply, Delivery, Installation and Commissioning of Wi-Fi Routers and Related Goods for 600 Universities and TVETs (Supply, Delivery, Installation and Commissioning of Wi-Fi Routers and Related Goods for 600 Universities and TVETs (Lot 1: 97 No., Lot 2: 50 No. , Lot 3: 60 No., Lot 4: 99 No., Lot 5: 47 No., Lot 6: 53 No., Lot 7: 96 No. and Lot 8: 98 No.). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Information and Communications Technology Authority (ICT Authority) now invites sealed Proposals from eligible Proposers for Supply, Delivery, Installation and Commissioning of Wi-Fi Routers and Related Goods for 600 Universities and TVETs as shown below: Lot Number Description Quantity Delivery Period from Contract Signing Date Location

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” First Published in July 2016, Revised Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40% 5. Interested eligible Proposers may obtain further information from ICTA, Deputy Director Supply chain management / procurement@ict.go.ke and inspect the request for proposal document during office hours 0900 to 1600 hours East African Time (EAT) at the address given below. 6. The bidding document in English may also be downloaded free of charge by interested eligible Bidders from the ICTA’s website https://www.icta.go.ke /tenders or Public Procurement Information Portal website https://www.tenders.go.ke Bidders who download the bidding documents are invited to notify the purchaser by e-mail with full contact details if they intended to participate, as this will facilitate issuance of notifications by the Purchaser during the procurement process, to all bidders where necessary. 7. Proposals must be delivered to the address below on or before 10:00am EAT on 6th November 2026 . Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 10:00am EAT on 6th November 2026 . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. 8. All Proposals must be accompanied by a Proposal Security of KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 1, KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 2, KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 3, KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 4, KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 5, KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 6, KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 7 and KES 3,000,000.00 (Kenya Shillings Three Million) for Lot 8 . Or equivalent in a freely convertible currency. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
