The Sub-Grants for Local Civil Society Organisations provide funding to local Afghan organizations to implement community activities and strengthen community engagement and service delivery at the provincial level. The open call seeks to identify and support 10 local Afghan civil society organizations, with one organization selected in each of the provinces of Balkh, Bamyan, Herat, Jawzjan, Kabul, Kandahar, Kapisa, Kunduz, Nangarhar, and Paktia. Where Will the Grants Be Implemented? The programme will support one local organization in each of 10 Afghan provinces: - Balkh - Bamyan - Herat - Jawzjan - Kabul - Kandahar - Kapisa - Kunduz - Nangarhar - Paktia Each selected organization will implement activities in the province for which it applies. Grant Amount Selected organizations will receive funding ranging from: USD 15,000 to USD 20,000 per organization The programme intends to select 10 local Afghan civil society organizations, with one organization supported in each target province. The funding is intended to support community activities implemented within the programme period. Implementation Period Selected organizations will implement their community activities between: October 2026 and December 2027 Applicants should therefore demonstrate that they have the organizational capacity, personnel, local presence, and financial systems necessary to manage activities throughout the implementation period. Who Can Apply? The call is open to local Afghan non-governmental organizations and community-based organizations that meet the specified eligibility requirements. Applicants must be properly registered and have the organizational systems required to manage grant-funded activities. Registration and Legal Requirements

Eligible applicants must have:

- A valid registration license. - Recent tax clearance. - A written statute or charter. - A structured management team. These documents demonstrate that the organization is formally established and has the legal and administrative structure necessary to implement community activities. Provincial Presence Organizations must be operational in the province from which they apply. Applicants should therefore be able to demonstrate an established local presence and the ability to manage activities within the selected province. Local operational capacity is important because the programme focuses on community-level implementation and provincial service delivery. Financial Management Requirements Applicants must maintain proper accounting records. Organizations should have financial management systems capable of accurately recording and managing grant-related expenditure. Strong accounting practices are important for ensuring transparent use of grant funding and effective implementation of community activities. Staffing and Local Management Capacity Applicants must have staff capable of managing activities locally. Organizations should demonstrate that they have an appropriate management structure and personnel with the skills needed to plan, coordinate, implement, monitor, and administer community activities. Relevant Organizational Experience

Applicants should have either:

- At least two years of relevant experience, or - Experience implementing at least two projects in health and education. This requirement ensures that participating organizations have demonstrated experience in delivering relevant community-focused projects. Community-Based Monitoring Experience Applicants must also demonstrate experience in Community-Based Monitoring. Experience in this area can help organizations engage communities in monitoring activities, identifying local needs, and improving accountability and service delivery. Capacity-Building Experience Relevant experience in capacity building is also required. Applicants should demonstrate their ability to strengthen skills, systems, or capabilities among community members, local stakeholders, staff, or other relevant groups. One Application Per Organization Each organization may submit only one application under the call. Applicants should therefore carefully select the province and proposed activities they wish to present and ensure that the submitted application meets all eligibility and documentation requirements. Application Package Applicants must submit a complete, signed, and stamped application package in accordance with the requirements specified in the call. Organizations should carefully review the application instructions and ensure that all required documents and forms are included. Incomplete or improperly submitted application packages may not satisfy the call requirements.
