Support to Develop Sri Lanka’s NDC 3.0 Implementation Plan, Investment and Sectoral Finance Plan.
Parties to the Paris Agreement are expected to submit updated Nationally Determined Contributions (NDCs) every five years, with progressively enhanced ambition. Sri Lanka submitted its updated NDCs (herein referred to as NDC 3.0) in 2025 affirming more ambitious mitigation targets and enhancements in climate resilience for the period 2026 to 2035. It includes climate actions in six mitigation sectors, nine adaptation sectors, and loss & damage as a cross-cutting sector. The country commits to reduce cumulative greenhouse gas (GHG) emissions by 20.09% (8.11% unconditionally and 11.98% conditionally) and to increase net removal of carbon by 4.49% (0.96% unconditionally and 3.53% conditionally) with respect to the business-as-usual (BAU) scenario during the ten-year period.
To support the implementation of Sri Lanka’s NDC 3.0, there is a need to translate the enhanced commitments into a practical, costed and investment oriented implementation framework for 2026–2035. This assignment will support the development of a GESI responsive and climate nature responsive NDC 3.0 Implementation Plan, alongside an NDC 3.0 Investment and Sectoral Finance Plan to support implementation through 2035.
The assignment will support the Government of Sri Lanka to build on Sri Lanka’s NDC 3.0 and its ambition towards achieving the national net zero target by identifying and defining practical, prioritised and costed actions to support the achievement of NDC 3.0 targets. Drawing on the NDC progress stocktake undertaken through BTR2, the assignment will ensure that the NDC 3.0 Implementation Plan, Investment and Sectoral Finance Plan are developed as operational tools for implementation, progress tracking, strengthened monitoring, Gender Equality and Social Inclusion (GESI) and climate nature integration, and inclusive stakeholder participation.
Objective;
The overall objective of this assignment is to support the Government of Sri Lanka to operationalize NDC 3.0 by developing a GESI and climate nature responsive NDC 3.0 Implementation Plan for 2026–2035 and an accompanying NDC 3.0 Investment and Sectoral Finance Plan up to 2035.
