Specification for Supply of 2027-2029 Grenfell Henry Lawson Festival Event Management & Marketing

Weddin Shire Council, is inviting proposals from suitably experienced consultants in regional event management and marketing to support the Henry Lawson Festival of Arts committee in the delivery of the of the 2027, 2028 and 2029 Grenfell Henry Lawson Festival. The Committee is a section 355 committee of Council.

The Grenfell Henry Lawson Festival of Arts will be held on the following dates:

• Thursday 10 June to Monday 14 June 2027

• Thursday 8 June to Monday 12 June 2028

• Thursday 7 June to Monday 11 June 2029

Weddin Shire, population 3700, is in central west New South Wales, 345km west of Sydney and 185km north of Canberra. Grenfell is the main town within the shire, and is the birthplace of Henry Lawson, one of Australia's most famous poets, who was born on Grenfell's gold fields in 1867.

To commemorate Henry Lawson's birth and his contribution to the arts, Grenfell hosts the annual Henry Lawson Festival of Arts on the June long weekend. The Festival promotes and recognises aspiring Australians in their artistic endeavours. The Festival is one of the longest running arts events in NSW, celebrating 70 years in 2027. The event includes exhibitions, a parade, street performers, market stalls and children’s rides. There are competitions in painting and photography. The Henry Lawson Festival committee require assistance from an event management and marketing professional to support them in the delivery of the event.

In 2026 the HLF was successful in securing Destination NSW Regional Event Fund – Flagship Event Funding (Triennial), for 2027, 2028 and 2029. Applicants will be required to deliver the marketing activities associated with the Triennial Flagship Event Funding, in addition to the standard event management and marketing activities.

Applicants should have experience in delivering regional festivals and events from start to finish with a proven track record. It is anticipated that the consultant would start work in November 2026 to deliver the 2027 Henry Lawson Festival.

The President of the Henry Lawson Festival Committee will be the primary contact person following appointment of the successful tender by Council.

The successful provider will:

Deliver a professional, safe and engaging Festival across the contract period.

Provide effective end-to-end event management and marketing.

Increase Festival awareness, attendance, and engagement.

Strengthen the Festival's tourism, media and economic impact.

Work collaboratively with the Henry Lawson Festival Committee, Council, businesses, suppliers and community stakeholders.

Deliver agreed activities on time and within budget.

Provide clear reporting, data and evaluation to demonstrate Festival and marketing outcomes.

Identify opportunities for sponsorship, partnerships, grants and innovative marketing.

Deliver the approved Flagship Event marketing plan and comply with relevant grant requirements.
