1. The Government of Kazakhstan has applied for financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Kazakhstan Reconstruction of A -27 Highway, Atyrau -Dossor Section Project. Part of this financing will be used for payments under the Contract s named above. Bidding is open to Bidders from eligible source countries of AIIB. 2. The NC KazAvtoZhol JSC (“the Employer”) invites sealed bids from eligible Bidders for the design, construction, completion, and performance-based maintenance of the «Atyrau-Dossor» road section. Works encompass the expansion and construction of dual-carriageway with Category I-b, including 136 culverts, 30 cattle underpasses, four bridges, three railway overpasses, 18 agricultural machinery overpasses, one interchange, and six rest areas. The contract will include design (1 year), construction (3 years) and performance-based maintenance (7 years) of about 87- km road section of the Atyrau - Dossor section of the A-27 highway. 3. International Open Competitive Tender will be conducted in accordance with A IIB Single-Stage: Two- Envelope procedure with post -qualification and is open to all Bidders from eligible countries as described in the Bidding Document. Evaluation will use Merit Point Criteria and the contract will be awarded based on the combined technical and financial score. 4. Only eligible Bidders meeting the qualification criteria defined in the Bidding Document will qualify for this bidding. These criteria include, but not limited to: • Design • Construction • Road maintenance • Contract Management • Environmental, Social, Health and Safety (ESHS) management 5.
