Assignment Title: Specialist for Development of Innovation Ecosystem and International Science, Technology and Innovation (STI) Cooperation

Reference No. MOES-C3-05-SUP-IC-04-2 The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services. The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine. The objective of this assignment is to support MoES in policy development for the innovation ecosystem, helping to strengthen the connection between learning processes and innovation and improving conditions for higher education. The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”).
