El Ayuntamiento de San Juan del Puerto no dispone en su plantilla de personal suficiente con la categoría profesional adecuada para asumir la totalidad de las funciones necesarias para la correcta prestación del servicio de limpieza en los distintos edificios, centros e instalaciones municipales. La actual plantilla municipal carece de plazas suficientes de personal de limpieza que permitan atender, con medios propios, las necesidades ordinarias y continuadas derivadas del mantenimiento higiénico-sanitario de las dependencias municipales. En consecuencia, resulta material y organizativamente imposible la prestación directa del servicio por parte de esta Administración, siendo necesaria su externalización mediante el correspondiente contrato administrativo de servicios.
