Consiste en la contratación conjunta de la redacción de proyectos y ejecución de las obras de edificación de 118 viviendas para alquiler asequible en la parcela R3 de Huerta Molino de Ceuta. La actuación satisface una necesidad pública prioritaria, se integra en las competencias y fines de EMVICESA, dispone de anteproyecto previo, presenta una vinculación técnica y funcional que justifica la contratación conjunta y la no división en lotes, y cuenta con una configuración económica, temporal y procedimiental adecuada a su objeto. El objeto del contrato comprende dos prestaciones funcionalmente vinculadas: La redacción del proyecto básico, proyecto de ejecución y demás proyectos, estudios y documentos técnicos necesarios para definir, autorizar, contratar, ejecutar y legalizar la promoción. La ejecución completa de las obras definidas en el proyecto que resulte supervisado y aprobado, incluyendo demolición, edificación, estructuras, instalaciones, urbanización, acometidas, pruebas, puesta en servicio, documentación final y entrega de la promoción.
