The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Mozambique Safer Roads for Socio-Economic Integration (SRSEI) and intends to apply part of the resources to consulting services. The consulting services ("the Services") involve serving as the focal point of all Social risk management aspects of the Project. He/She will ensure Project implementation complies with the World Bank Social Standards under the ESF, on assessment and management of project social risks; labour and working conditions; community health and safety; land acquisition or restriction on land use and involuntary resettlement, stakeholder engagement and information disclosure and Gender Based Violence (GBV), Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH). The specific tasks of the SRS, will be undertaken in close coordination with units of SRSEI Program, ANE, and Local governments, Private sector, NGO’s and Community-based organizations staff responsible for the implementation of the Project activities. The expected duration of the project is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The SRS will report to the Project Coordinator as leader of the PIU, which is directly subordinated to the PMU. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work; (ii) a cover letter, no more than two pages long, specifically addressing how the applicant fulfills each of the mandatory selection criteria listed below. It is mandatory to specify the reference number and the job title, for the EOI to be considered.The criteria for selecting the Consultant are found in section 4 of the Terms of reference. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Rules for IPF Borrowers of September 2025 ("the Rules"), which sets forth the Bank's policy on conflict of interest.
