Memo No. 46.06.2000.000.335.31.0032.26-145 Date: 10.08.2026 REQUEST FOR EXPRESSIONS OF INTEREST FOR Individual Consultancy Services for Social Safeguards and Gender Specialist (National) for Chattogram Water Supply Improvement Project (CWSIP ) (Package Number-CWSIP/S11)
The Government of the people's Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of 'Chattogram Water Supply Improvement Project (CWSIP)', to be implemented by Chattogram Water Supply and Sewerage Authority (CWASA), an autonomous entity of the GoB and intends to apply a part of the proceeds of this credit to pay against the Consultancy Services for Social Safeguards and Gender Specialist (National). The objective of this assignment is to ensure that the Project's social safeguards obligations and gender-responsive commitments are effectively planned, implemented, monitored, and reported throughout the Project life cycle, in full compliance with national law, CWASA requirements, and the World Bank’s ESF. The assignment is expected to run for the duration of Project implementation. Expected Project Closing Date is 31-Dec-2030. The Duty Station will be at Chattogram. CWASA now invites eligible Individual National Consultants to submit their Expressions of Interest (EOI) for providing the services as mentioned in. Required qualifications and experiences are -
Master's degree in Social Science, Sociology, Social Work, Gender Studies, Development Studies, Anthropology, or a closely related field. Minimum of 10 years of relevant professional experience, including demonstrated experience in both social safeguards/resettlement management and gender mainstreaming or GBV risk management in donor-funded infrastructure projects. Familiarity with World Bank safeguards policy and the Environmental and Social Framework (ESF), in particular ESS5 (Land Acquisition and Involuntary Resettlement) and ESS10 (Stakeholder Engagement), or equivalent multilateral safeguards frameworks (ADB, JICA, USAID). Demonstrated experience conducting social assessments, resettlement planning, and gender/GBV risk assessments. Sound understanding of grievance redress mechanisms and survivor-centered approaches to GBV/SEA-SH case management. Strong facilitation and training skills, with experience delivering safeguards and gender sensitization training to diverse audiences, including in challenging environments. Excellent written and verbal communication skills in English and Bengali. Strong interpersonal, coordination, and stakeholder engagement skills. Prior experience working with water and sanitation utilities or urban infrastructure projects is an advantage

Applicants are required to submit their Expressions of Interest (EoI), comprising of a CV (including employment history with duties and responsibilities, brief description of the applicant’s suitability for the position. 6. The attention of interested Applicants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations, setting forth the World Bank’s policy on conflict of interest. 7. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 8. Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 16:00 hours (BST) (GMT+6) on or before 31 August 2026 . Please clearly mention “Expression of Interest (EoI) for Selection of Social Safeguards and Gender Specialist (National) , Package No: CWSIP/S11” on the top of the envelope. 9. EoIs received after the last date of submission will not be considered for short listing. The authority reserves the right to accept or reject any or all EoIs without assigning any reason, whatsoever.
