SCOPE OF TENDER

The primary objective of this assignment is to establish, at controlled scale and under live market conditions, the payment and merchant account infrastructure that enables the MSME Digital Gateway to operate as a transactional platform, and to test whether the transaction record it generates can originate credit. Specifically, the assignment seeks to:

  • Integrate payment infrastructure: Integrate regulated payment infrastructure into the Gateway so that enterprises can be paid, and payments confirmed, settled and reconciled.
  • Onboard merchants: Identify the enterprise segments most likely to adopt and transact, and establish formal merchant accounts for a cohort of 100 enterprises.
  • Document enterprise needs: Document in the field what participating enterprises require, and submit those findings to the Gateway roadmap.
  • Test a credit product: Design and test a credit product underwritten on Gateway and payment data, advancing a first cohort at the service provider’s own risk.
  • Generate scale-up evidence: Generate the transaction and repayment evidence on which UNCDF, UNDP, GEA and GI-KACE can determine whether and how to scale toward the 25,000 enterprise objective.
