Synopsis The U.S. Consulate General in Rio de Janeiro, Brazil, has a requirement for the procurement of one (1) 7-Seater Luxury SUV for official and executive use. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Consulate intends to award a Purchase Order on a Lowest Price Technically Acceptable (LPTA) basis. 6. Market Availability and Homologation Vehicles must be officially marketed, homologated, and supported by the manufacturer in Brazil. Independent imports without official brand representation or authorized warranty coverage in Rio de Janeiro will be disqualified. 7. Reference Models ("Or Equal" – FAR 11.104) Cited solely to establish minimum standards; equivalent models from other brands are fully acceptable if compliant with Section 3:

  • Toyota SW4 (SRX Platinum/Diamond or equivalent)
  • Mitsubishi Pajero Sport (HPE-S or equivalent)
  • Jeep Commander (Overland/Blackhawk or equivalent)
  • Volvo XC90 (Ultra or equivalent)

8. Payment Terms The supplier must accept payment via Electronic Funds Transfer (EFT), within 30 (thirty) calendar days after issuance of the Invoice (Nota Fiscal). The Invoice shall only be issued upon actual delivery of the vehicle to the Consulate. Proposals requiring different payment terms (e.g., advance payment, partial payment prior to delivery, or Invoice issuance before delivery) will not be accepted. 9. Diplomatic Invoicing The supplier must process the sale with all applicable tax exemptions for U.S. diplomatic missions per the Vienna Convention on Consular Relations and relevant Brazilian legislation (Decree No. 61,078/1967 and Ministry of Foreign Affairs – MRE Ordinance). Evaluation Criteria (FAR Part 15)

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Proposals will be evaluated Pass/Fail on:

  • Full compliance with Minimum Technical Requirements (Section 3)
  • Proof of an active Authorized Service Network in Rio de Janeiro (Section 5)
  • Acceptance of proposed payment terms (EFT, 30 days post-delivery Invoice) and delivery timeframe
