Selection Method Consultant’s Qualifications Based Selection (CQS)

The Republic of Fiji, acting through Energy Fiji Limited (EFL), intends to engage a qualified consulting firm to support the preparation and implementation of an Aged Asset Replacement Program covering selected hydropower generation and power network assets. The consulting services ("the Services") comprise the development of an Aged Asset Replacement Policy and Plan, identification and prioritisation of replacement projects, environmental and social screening and assessment, preparation of an implementation and procurement framework, and development of procurement documentation for the first batch of priority investments.

The Services will cover:

  • Review of EFL’s existing aged asset replacement policies and procedures, including risk evaluation and recommended improvements.
  • Stakeholder consultations and preparation of a stakeholder engagement plan aligned with applicable environmental and social requirements.
  • Development of a new Aged Asset Replacement Policy consistent with Good International Industry Practice and the World Bank Environmental and Social Framework.
  • Assessment of the Wainiqeu and Nagado hydropower stations and the identified network substations, switchboards, transformers and related assets.
  • Project identification, prioritisation, cost estimates, economic analysis, environmental and social screening, risk classification and preparation of proportionate management instruments.
  • Development of a procurement strategy, technical specifications, bills of quantity and draft bidding documents, including relevant environmental and social provisions.
  • Knowledge transfer and training for relevant EFL personnel, together with a final implementation roadmap and recommendations.

Implementation period: The assignment is expected to be completed within thirty (30) weeks from the date of contract signing.

Terms of Reference: The detailed Terms of Reference are attached to this REOI as Appendix 1.

Energy Fiji Limited now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may associate with other firms to enhance their qualifications and should clearly indicate whether the association is a joint venture and/or a sub-consultancy. Any actual or potential conflict of interest must be disclosed at the time of submission and throughout the assignment.
