Requirements for the role - The right to live and work in Venezuela. - An educational background in water engineering, environmental engineering, WASH or a related field. - Minimum two years professional experience in the implementation and management of WASH programmes, preferably with NGOs, UN agencies or humanitarian organisations. - Demonstrated experience in community WASH activities, including safe water supply, sanitation, hygiene promotion and distribution of WASH kits. - Proven experience in the rehabilitation and/or construction of WASH infrastructure, including water supply and sanitation systems in health facilities. - Strong skills in project management, coordination with key stakeholders, reporting and team supervision. - Must be fluent in Spanish whilst knowledge of English is an advantage. Overall job purpose The WASH Coordinator will lead the planning, implementation, monitoring, and quality assurance of all Water, Sanitation and Hygiene (WASH) activities in Venezuela. The position will provide technical and managerial leadership to ensure effective delivery of community and health facility WASH interventions, compliance with donor requirements, and achievement of programme objectives. The WASH Coordinator will work closely with local authorities, health institutions, communities, partners, and relevant stakeholders to improve access to safe water, sanitation, hygiene services, and infection prevention and control measures. Technical coordination and programme management - Lead the planning, implementation, monitoring, and evaluation of all WASH programme activities in Venezuela. - Develop annual, quarterly and monthly work plans to ensure the achievement of programme targets and objectives. - Ensure compliance with organisational policies, donor requirements, technical standards and national regulations. - Coordinate with government authorities, humanitarian actors, implementing partners and community representatives. - Provide technical support and capacity building to WASH staff, contractors and partners. - Conduct assessments, technical surveys, and programme reviews to identify needs and improve programme quality. - Support the development of proposals, budgets and donor reports. - Ensure integration of WASH activities with other programme sectors where appropriate. Community WASH Activities Safe water supply - Oversee activities aimed at improving access to safe and adequate water supplies in targeted communities. - Supervise the rehabilitation, installation, operation and maintenance of water supply systems. - Ensure regular water quality monitoring and implementation of water safety measures. - Coordinate emergency water supply interventions when required. - Promote sustainable community management of water infrastructure. Hygiene promotion - Lead the design and implementation of hygiene promotion and behaviour change activities. - Develop and adapt educational and communication materials. - Support community engagement and awareness campaigns on hygiene and sanitation practices. - Ensure community participation throughout project implementation. Distribution of WASH kits and supplies - Plan and oversee the distribution of hygiene kits, water treatment products, cleaning materials, and other WASH-related items. - Ensure transparent and accountable distribution processes. - Conduct post-distribution monitoring to assess effectiveness and beneficiary satisfaction. Sanitation - Supervise rehabilitation, construction and improvement of sanitation facilities in communities. - Promote safe sanitation and environmental health practices. - Ensure facilities are accessible and inclusive for all users. WASH in Health Facilities Infrastructure rehabilitation - Carry out assessments of WASH infrastructure in health facilities. - Oversee rehabilitation and upgrading of water supply systems, sanitation facilities, drainage networks, handwashing stations, and waste management infrastructure. - Ensure all construction and rehabilitation works meet established technical standards. Infection Prevention and Control (IPC) - Support implementation of WASH and IPC standards in health facilities. - Strengthen access to hand hygiene facilities and safe sanitation services. - Support healthcare waste management and environmental cleaning procedures. - Organise technical training sessions for healthcare workers on WASH-related IPC practices. Operation and Maintenance - Develop operation and maintenance plans for rehabilitated infrastructure. - Support health facility staff in maintaining WASH systems and infrastructure. - Monitor functionality, sustainability and performance of installed systems. Monitoring, Evaluation, Accountability and Learning - Develop and implement appropriate monitoring tools and systems. - Carry out regular field monitoring visits and technical supervision. - Analyse programme data and prepare technical reports. - Document lessons learned, best practices and success stories. - Ensure timely and accurate donor and internal reporting. Staff supervision and capacity building - Supervise WASH staff and provide technical guidance. - Conduct regular performance reviews and support staff development. - Identify training needs and organise capacity-building activities. - Promote teamwork and a positive working environment. Budget and resource management - Prepare and monitor budgets related to WASH programme activities. - Ensure efficient and accountable use of programme resources. - Coordinate with logistics, finance, administration, and procurement teams. - Monitor contractor performance and technical quality of infrastructure works. Representation and coordination - Represent the organisation in WASH coordination meetings and technical working groups. - Maintain effective relationships with government institutions, donors and partners. - Contribute technical inputs to proposals, strategic plans, and programme development initiatives.
