Development of a Communication Strategy and Products for Climate Transparency (BTR1, BTR2 and NC4) in Sri Lanka.

Sri Lanka ratified the United Nations Framework Convention on Climate Change (UNFCCC) in November 1993 and ratified the Kyoto Protocol in September 2002 and the Paris Agreement (PA) in September 2016. As a Party to the above treaties, Sri Lanka is obligated to implement the decisions of the Conference of the Parties (COPs) regarding the implementation of policies and measures to adapt to and mitigate climate change, thereby contributing to the attainment of the objectives of the above treaties.

Under the Enhanced Transparency Framework (ETF), Parties to the Paris Agreement are required to submit their Biennial Transparency Reports (BTR) every two years, and the BTR reporting is critical to monitor and verify countries advancements in meeting their climate commitments and in turn helping countries take stock of their progress. Parties to the Convention are also required to submit their first National Communication (NC) within three years of entering the Convention and subsequently expected to report their NC every four years thereafter (Decision 9/CP.16). This reporting process is meant to help countries translate their reporting into strategic, policy support processes that align with national development priorities.

As successive climate reports are developed and submitted, it is essential to ensure that their findings are effectively disseminated, understood, and utilized by relevant stakeholders. As such, strengthening knowledge management and communication is critical to enhance transparency of climate-related information and ensure that these insights inform evidence-based decision-making processes.

To address this, this assignment seeks to recruit a service provider to develop a comprehensive Communication Strategy, complemented by the creation of practical knowledge and communication products that support the uptake and application of climate information.

Objective;

The overall objective of this consultancy is to develop and initiate implementation of a Communication Strategy that enhances the capture, dissemination, accessibility, and use of climate information and knowledge products generated under the project, thereby strengthening stakeholder awareness, engagement, and evidence-based decision-making on climate action in Sri Lanka among varied audiences including government, private sector and the general public.
