1. Invitation for Proposal

Centre for Community Economics and Development Consultants Society (CECOEDECON) invites sealed/online proposals from eligible and experienced Solar EPC Companies / Solar System Integrators / Renewable Energy Agencies for the design, supply, installation, testing, commissioning and after-sales support of grid-connected/off-grid solar photovoltaic (PV) systems of approximately 2 kW, 3 kW and 5 kW capacity at identified locations in:

• Jaisalmer District, Rajasthan
• Jodhpur District, Rajasthan
• Barmer District, Rajasthan

The selected agency shall be responsible for complete end-to-end execution, including site assessment, system design, supply of equipment, installation, testing, commissioning, documentation, user orientation and warranty support. The NGO may award the work to one or more technically qualified bidders depending on project requirements, geographical coverage and commercial evaluation.

2. Background

Centre for Community Economics and Development Consultants Society (CECOEDECON) is implementing development and community-focused programmes in Rajasthan. As part of its efforts to promote clean energy, reduce electricity expenditure, improve energy access and support sustainable development, the organisation intends to install solar PV systems at selected facilities/community locations. The proposed procurement will cover systems in the capacity ranges of: System Size Proposed Application

• 2 kW Solar PV System Small facilities/community installations
• 3 kW Solar PV System Medium facilities/community installations
• 5 kW Solar PV System Larger facilities/institutional installations

The exact number of systems and locations will be communicated to the successful bidder through work orders/site allocation.

3. Objectives of the Assignment

The objectives are to:

• Promote the use of renewable energy in project locations.
• Reduce dependence on conventional electricity.
• Reduce electricity expenditure at participating facilities.
• Install reliable and safe solar PV systems.
• Ensure quality installation and long-term system performance.
• Build local capacity for basic operation and maintenance.
• Provide appropriate warranty and after-sales service.

4. Geographic Coverage

The assignment will cover selected sites in the following districts: A. Jaisalmer District Installation locations will be identified and communicated by the NGO. B. Jodhpur District Installation locations will be identified and communicated by the NGO. C. Barmer District Installation locations will be identified and communicated by the NGO. The bidder should have the operational capability to undertake installations in remote/rural locations, including locations with difficult road access and harsh climatic conditions.

5. Scope of Work

The selected bidder shall provide complete turnkey services, including but not limited to: 5.1 Site Survey

The bidder shall:

Conduct physical site surveys before installation. All equipment shall be new, unused and suitable for the environmental conditions of western Rajasthan.

6. Indicative Technical Specifications

The following specifications represent the minimum technical requirements. The bidder shall submit the proposed structure design where requested.

7. System Capacity

The bidder shall quote separately for the following system capacities: Sl. No. System Capacity Unit 1 - 2 kW Solar PV System Per system 2 - 3 kW Solar PV System Per system 3 - 5 kW Solar PV System Per system The price shall include all costs necessary to provide a fully functional system.

8. Installation and Commissioning

The bidder shall be responsible for complete installation, including:

• Transportation of material to site.
• Unloading and safe storage.
• Mounting structure installation.
• Module installation.
• Inverter installation.
• DC and AC wiring.
• Earthing.
• Protection devices.
• Cable management.
• Electrical integration.
• System testing.
• Commissioning.
• Labelling and safety signage.
• Cleaning of the installation area.
• Handover documentation.

The system shall be considered commissioned only after successful testing and acceptance by the NGO/authorised representative.

9. Testing and Commissioning

The bidder shall conduct appropriate tests, including, as applicable:

• Visual inspection.
• Module/string checks.
• System generation verification.
• Monitoring system verification.

10. Documentation and Handover

For each completed installation, the bidder shall provide:

• Site survey report.
• System layout.
• Equipment datasheets.
• Warranty certificates.
• Test and commissioning report.
• Photographs before and after installation.
• Contact details for service support.
• Final as-built documentation.

The NGO may withhold final payment until the required handover documents have been submitted.

11. Warranty

The bidder shall provide comprehensive warranty support for the supplied equipment and installation.

The proposal shall clearly state:

• Solar module product warranty.
• Inverter warranty.

Warranty shall cover manufacturing defects and installation-related defects attributable to the bidder, subject to the manufacturer's applicable terms.

12. After-Sales Service and Maintenance

The bidder shall provide responsive after-sales service during the warranty period.

The bidder shall:

• Provide a designated service contact.
• Respond to complaints within the agreed response period.
• Diagnose system faults.
• Repair/replace defective components covered under warranty.
• Maintain service records.
• Provide remote support wherever feasible.
• Conduct preventive maintenance were included in the contract.

The bidder should have adequate service capability in Rajasthan and preferably demonstrate its ability to provide support in Jaisalmer, Jodhpur and Barmer.

13. Bidder Eligibility Criteria

The bidder should meet the following minimum requirements:

• Legally registered entity/company/firm/agency.
• Minimum 2 years of experience in solar PV supply and installation.
• Experience in installation of similar solar PV systems.
• Demonstrated experience in rural/remote-area installations, preferably in Rajasthan.
• Adequate technical manpower.
• Adequate financial and operational capacity.
• Valid statutory registrations and licences, as applicable.
• Not blacklisted/debarred by any government department, PSU, development agency or recognised institution as of the date of bid submission.
• Ability to provide warranty and after-sales service.
• Compliance with applicable laws, standards and regulations.
• The NGO may seek documentary evidence supporting the above.

14. Documents to be Submitted

The bidder shall submit:

• Covering letter.
• Company/firm registration certificate.
• PAN.
• GST registration.
• Organisation profile.
• Relevant experience details.
• Details of similar projects.
• Client references/work orders/completion certificates, where available.
• Technical proposal.
• Equipment datasheets.
• Manufacturer authorisation, if applicable.
• Warranty details.
• Service/support plan.
• Proposed implementation schedule.
• Financial proposal.
• Declaration of non-blacklisting.
• Any other documents requested by the NGO.
