Note: The Proposers can approach CHRI for any queries as per the timeline mentioned in the table above. CHRI may or may not be able to fully respond to all the queries. CHRI endeavors to respond to all queries in due course. The Proposer must make reasonable assumptions in case CHRI has not been able to respond to their queries, but fulfill the basic specification set out by the CHRI in this RFP, regardless.

CHRI reserves the right to modify this schedule as needed. All prospective proposers who have confirmed interest by the due date as above, will be notified of any changes simultaneously by email.

II. CHRI Statement of Business

The Centre for Health Research and Innovation (CHRI), a PATH affiliate in India, is dedicated to creating lasting public health impact across the country. CHRI works in critical domains including tuberculosis, maternal and child health, neglected tropical diseases, malaria, vaccines, and health systems strengthening, engaging communities, healthcare professionals, policymakers, and health facilities to drive sustainable, scalable change.

CHRI follows a holistic and health-systems-oriented approach to strengthen the continuum of care across the public health space rather than restricting itself to a specific theme. It can involve advocacy for policies, technologies and resources that improve health services and delivery.

III. Purpose of RFP

The purpose of this document is to delineate the comprehensive scope of work involved in hiring a local NGO partner within the Jharsuguda, Bhubaneshar, Rayagada district of Odisha for the implementation of Community-Based Surveillance (CBS). The chosen NGO partner will be responsible for training various community structures, including Jan Aroya Samitis, Mahila Arogya Samitis, Ward Kalyan Samitis, Jal Sathi, Swachha Sathi, Youth Club Members, SHGs, and Residential Welfare Associations, etc.. This training will encompass instruction on what to report, how to report, and where to report regarding early warning signals of potential outbreaks, utilizing different modes of reporting for community-based surveillance. Furthermore, the NGO will maintain continuous engagement with these community structures, empowering them to report early warning signals effectively. Additionally, the NGO will coordinate with healthcare providers to ensure a timely response to impending outbreaks and facilitate community awareness initiatives.

The detailed Scope of works is mentioned in Annexure-A .

IV. Project Background

CHRI is collaborating with the state of Odisha to harness the integrated laboratory networks at district and block levels, aiming to support the effectiveness of the public health surveillance system by establishing clear and effective connections both vertically and horizontally. Also, implementing community-based surveillance model for early detection of outbreak. By implementing these integrated laboratories and Community Based Surveillance the health systems will become more resilient and better equipped to respond to pandemics, as they will be able to promptly identify and investigate infectious (epidemic) and non-infectious disease outbreaks, as well as evaluate environmental factors that impact health, including air quality, water, food, zoonotic diseases, and climate-related health risks.

V. Proposal Process

Proposers are advised to study the RFP Documents carefully. Submission of the Proposal shall be deemed to have been submitted after careful study and examination of all instructions, eligibility criteria, terms and conditions and Scope of Work included in the RFP document with full understanding of its implications. Proposals not complying with all the given clauses in this RFP document or failing to furnish all information required by the RFP document or submission of a proposal not substantially responsive to the RFP document in every respect will be at the proposer’s risk and may result in the rejection of the Proposal.

Proposal Submission

Proposal must contain the complete address of firm, including contact number / email ID of the person who is authorized to submit the proposal with his/her signatures.

Un-signed proposals shall not be accepted.

All pages of the proposal being submitted must be signed and sequentially numbered by the proposer, irrespective of the nature of the content of the documents.

Ambiguous proposals will be outrightly rejected.

The interested proposers may submit their Proposal to CHRI on or before the time mentioned in this RFP Document.

CHRI will not be responsible for any delay on the part of the Proposers in the submission of the proposals. Any proposal received by CHRI after the prescribed deadline for submission of proposals will be summarily rejected. No further correspondence in this regard will be entertained.

Financial proposal should be prepared as per Annexure B given in the RFP Document.

Proposers shall indicate their rates in clear/visible figures as well as in words. In case of a mismatch, the rates written in words will prevail.

Proposals complete in all respects and associated documents must be submitted through email up to the due date and time as specified in Point – I, Summary of Deadlines. No physical document is to be submitted by the Proposers.

At any time prior to the last date for submission of Proposals, CHRI may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Proposer, modify the RFP Document by an amendment.

Printed terms and conditions of the proposers will not be considered as forming part of their proposal. In case terms and conditions as given in the RFP Document are not acceptable to any proposer, they should clearly specify the deviations in their proposals.
