REQUEST FOR PROPOSAL (RFP) For Appointment of Resource Mobilization Agency Last Date for Submission: 30 th August 2026 INTRODUCTION AND CONTEXT Deutsche Welthungerhilfe e.V. is one of the largest non-governmental organisations in Germany operating in the humanitarian assistance and development fields. Project background : Civil Society in India is often known by different terms like “Voluntary sector,” Voluntary organizations, non-governmental organizations, and non-profit organizations. Civil society plays a vital role in any healthy democracy. It offers a space in which people can come together to share interests and common goals; Civil Society organizations are also regarded as the fifth pillar of democracy. India’s civil society organizations (CSOs) are facing growing challenges in promoting good governance and inclusive development. These include transparency and legitimacy with respect to the level of information expected of them. SAKSHAM- Revitalizing the Power of Indian Civil Society is being implemented by Welthungerhilfe and European Union through partners (FMSF, SSK and VSS) in India. The project contributes to reinforce Indian civil society as credible and strong actor on good governance and development. The project assumes that enhancing professionalism of CSOs will result in improved public perception and an expanded sphere of influence. Through this Request for Proposal, we would like to reach out to interested Resource Mobilization Agency who can support CSOs in accessing different fundraising mechanisms/platforms for following initiatives: 2. OBJECTIVE Saksham seeks to engage a professional Resource Mobilization Agency to: Build strong brand visibility for Saksham initiatives Create compelling content showcasing impact stories from grassroots communities/CSOs enrolled under Saksham Project Amplify success stories and interventions Engage with stakeholders including supporters, partners, beneficiaries, and the development sector community to facilitate access to different fundraising mechanisms 3. SCOPE OF WORK The selected agency will be responsible for: To facilitate access to new funders/funding mechanisms by connecting online with appropriate platforms, donors, foundations and companies. Creating content and uploading on their platform and connecting with donors. Supporting CSOs enrolled under Saksham Project to raise resources online. 3.3 Reporting & Analytics Provide monthly performance reports with engagement metrics Quarterly strategy review and recommendations Track reach, engagement, follower growth, and impact indicators Collaborate with Saksham communication team for content approvals 4. ELIGIBILITY CRITERIA Criteria Requirement Experience Minimum 5 years in Resource mobilization with at least 10 projects in development/CSR/NGO/social sector- 50% Team Capability In-house team with content writers (English & Hindi), graphic designers, video editors- 25% Budget Detailed break-up of cost – 25% Registrations Valid PAN and GST registration-Non negotiable Deliverables To create and upload at least 20 campaigns in a year online on resource mobilization platform. Preferred Qualifications: Experience in agriculture/Civil society organizations/rural development communication Portfolio showcasing impact storytelling and beneficiary-centric content Successful experience in Resource mobilization through web/online platforms 5. CONTRACT DURATION & PAYMENT Contract Period: 2 years (renewable) Payment Terms: Half yearly payments against deliverables Budget: Maximum EUR 6,000 per year 6. SUBMISSION REQUIREMENTS Technical Proposal: Covering letter on company letterhead Company profile and registration certificates Portfolio of previous work (especially development/CSR content) Team composition with profiles Proposed approach, methodology, and content strategy for Saksham Sample content calendar and creative concepts PAN and GST certificates Financial Proposal: Annual consolidated cost (excluding GST) Submission Details: Upload both (Technical and financial) proposals on etender Subject: " RFP for Online Resource Mobilization Agency - Saksham " Deadline : 30 th August 2026 7.
