Proposal Submission Procedure

Bidders shall submit one sealed outer envelope containing two separately sealed inner envelopes.

Inner Envelope 1 — TECHNICAL PROPOSAL

The technical proposal shall contain:

Bidder information and signed submission form.

Registration, statutory and eligibility documents.

Organisational profile and relevant experience.

Technical approach and training methodology.

Centre-wise implementation plan, batch schedule and workplan.

Trainer profiles and staffing plan.

Employer engagement and placement strategy.

Placement verification and post-placement support approach.

MIS, monitoring, reporting and quality assurance plan.

Risk management, safeguarding, inclusion and data protection approach.

Client references and supporting evidence.

Required declarations and deviation statement.

The financial proposal must be signed by an authorised representative

The technical proposal must not contain prices, rates, financial totals or other financial information.

Inner Envelope 2 — FINANCIAL PROPOSAL

The financial proposal shall contain: Mobilization Cost, Vocational training Cost & Placement cost.

Outer Envelope

The outer envelope must:

State the RFP reference number and assignment title.

Be marked “RFP SUBMISSION – DO NOT OPEN BEFORE OFFICIAL OPENING” .

Contain both separately sealed inner envelopes.

Proposals must reach the above address by 28 October 2026 , Bidders are responsible for timely delivery. Late submissions may be rejected.
