1. ABOUT LANGUAGE AND LEARNING FOUNDATION

Language and Learning Foundation (LLF) is a not-for-profit organisation working to improve the quality of foundational learning, particularly foundational literacy and language learning, for children in the early grades of school. LLF works in partnership with government education systems to strengthen teaching and learning at scale. Its work involves engagement with government departments, education functionaries, teachers, academic institutions, communities and other stakeholders.

LLF operates through a multi-level organisational structure comprising the Central Team (CT), State Teams and District/Field Teams . This structure enables the organisation to combine technical and organisational expertise at the central level with state and district-level implementation capacity and contextual understanding. As LLF continues to expand its geographical and programme footprint, it is increasingly important to build strong organisational systems that provide employees with a consistent understanding of the organisation, its purpose, programmes, ways of working and expectations. A high-quality induction and onboarding process is therefore an important organisational priority for LLF.

2. BACKGROUND TO THE ASSIGNMENT

Employees joining LLF do so at different levels, functions and locations. Their roles may range from Central Team specialists and managers to State-level programme and functional staff and field-facing positions such as District Programme Managers and other district/block-level roles. The nature of work, organisational exposure and learning requirements can therefore vary considerably.

At present, the induction experience may also vary depending on the employee's location, role, manager and team. This creates an opportunity to establish a more consistent, structured and meaningful organisation-wide induction and onboarding system , while retaining appropriate flexibility for different roles and levels. LLF is therefore looking for an external partner to design an end-to-end induction and onboarding programme . The intended intervention is broader than the creation of an induction presentation. It should establish a complete employee journey that answers:

What should an employee know before joining?

What should happen on Day 1?

What should an employee learn during the first week?

What should they understand by the end of the first month?

Who should they meet?

What should they discuss with their manager?

Who should be their buddy?

What should the buddy support them with?

What should they read independently?

What should they discuss with relevant colleagues?

What should they observe or experience in the field?

How should their understanding be assessed?

How should the manager and P&O know that induction has been completed effectively?

The final programme should therefore combine self-learning, facilitated learning, manager interaction, peer/buddy support, role familiarisation, field exposure and structured evaluation .

3. PURPOSE OF THE RFP

LLF invites proposals from suitably qualified agencies/consulting organisations to design, develop, and implement one full cycle of a comprehensive Organisation-wide Induction and Onboarding Programme. The selected partner will work closely with LLF's People & Organisation (P&O) team, leadership and relevant functional/programme teams. The partner will be expected to understand LLF's organisational context, develop a practical, scalable and sustainable induction system, and take responsibility for supporting and delivering one complete implementation cycle of the programme, from preparation and launch through delivery, monitoring, evaluation, feedback and refinement. The programme will cover employees at:

Central Team level

State level

District level

Block/Field level, as relevant to specific roles

The programme should be capable of being implemented for new employees on an ongoing basis.
