1. Background and Introduction

BharatCares (SMEC Trust) invites proposals from qualified and experienced architects, civil engineers, and technical consultancy firms for conducting pre-feasibility assessments and preparing detailed Bills of Quantities (BoQs), CAD drawings, and design mockups for proposed renovation and civil works at its partner hospitals in Jodhpur, Rajasthan; Bhopal, Madhya Pradesh; and Dantewada, Chhattisgarh. The assignment aims to assess existing hospital infrastructure, identify renovation and improvement requirements, evaluate the technical feasibility of proposed interventions, and develop comprehensive technical documentation to facilitate project planning, budgeting, procurement, and implementation. The selected consultant will be expected to provide practical, technically sound, and cost-effective recommendations tailored to the existing infrastructure, operational requirements, and functional needs of each hospital.

2. Objective of the Assignment

The primary objective is to engage a competent technical consultant to undertake site-specific infrastructure assessments and prepare the technical documentation required for the proposed hospital upgradation works.

The assignment will focus on:

- Assessing existing hospital infrastructure and identifying renovation requirements. - Evaluating the feasibility of proposed civil and interior improvement works. - Preparing detailed, measurement-based BoQs and cost estimates. - Developing relevant CAD drawings, proposed layouts, and design mockups. - Providing technical recommendations to support effective planning, budgeting, and execution.

3. Scope of Work

The selected consultant will undertake the following activities across the three identified hospital locations. A. Site Visits and Pre-Feasibility Assessment - Visit the designated partner hospitals in Jodhpur, Rajasthan; Bhopal, Madhya Pradesh; and Dantewada, Chhattisgarh. - Conduct a detailed assessment of the existing hospital infrastructure, including civil works, interiors, finishes, and other relevant building components within the proposed scope. - Assess the technical feasibility of proposed renovation and civil works, considering existing site conditions and hospital operations. - Recommend suitable interventions, clearly identifying priority works, site-specific constraints, and implementation considerations. - Record relevant site measurements, observations, and photographic documentation. - Identify any additional investigations, technical assessments, or approvals that may be required before execution. B. Detailed Bill of Quantities (BoQ) and Cost Estimation - Prepare a comprehensive, item-wise BoQ for the proposed renovation and civil works at each hospital. - Include detailed item descriptions, technical specifications, units of measurement, quantities, applicable rates, and estimated costs. - Base quantities on actual site measurements and technically justified calculations wherever feasible. - Prepare item-wise cost estimates and a consolidated estimate for the proposed works at each location. - Clearly identify assumptions, exclusions, provisional quantities, and items requiring further verification. - Ensure that the BoQs are sufficiently detailed to facilitate vendor quotations, procurement, budgeting, and execution. - Identify applicable taxes and other cost components separately, wherever relevant. - Highlight potential cost variations arising from site conditions or other technical considerations. C. CAD Drawings and Design Mockups - Prepare relevant Computer-Aided Design (CAD) drawings based on site assessments and proposed interventions. - Develop existing-condition drawings, proposed layouts, and other technical drawings as required by the scope of work. - Prepare design mockups or visual representations illustrating the proposed renovation and improvement works. - Ensure that the proposed designs are practical, functional, aesthetically appropriate, and suitable for a hospital environment. - Incorporate feedback from BharatCares and revise the drawings and designs as required. - Ensure consistency between the proposed drawings, design mockups, and corresponding BoQs. D. Technical Recommendations and Final Documentation - Prepare a pre-feasibility assessment report for each hospital, documenting existing conditions, key findings, identified gaps, and recommended interventions. - Provide site-specific technical recommendations and highlight implementation considerations. - Submit the detailed BoQs, cost estimates, CAD drawings, and design mockups for each hospital. - Incorporate feedback from BharatCares and submit revised final documents. - Provide clarifications on the submitted technical documentation, estimates, and proposed interventions. - Identify technical limitations, dependencies, and any additional assessments or approvals required before execution.
