The Grant Program for Dispatching Artists and Cultural Specialists supports artists and cultural specialists based in Japan who have received invitations to participate in cultural events outside Japan. Who Can Apply? Eligible applicants are artists and cultural professionals based in Japan who have been invited to participate in cultural events overseas.
Projects may be organized by:
- Groups based in Japan. - Individuals based in Japan. - Japanese organizations arranging overseas cultural projects. - Japanese agencies arranging eligible cultural activities. The project must involve an invitation from a foreign organization for participation in an overseas cultural event. Eligible Cultural Activities The programme covers a broad range of artistic and cultural activities. Eligible projects may include performing arts such as: - Theatre. - Music. - Dance. - Folk arts.
Other eligible activities can include:
- Lectures related to Japanese culture. - Cultural workshops. - Demonstrations of Japanese cultural practices. - Activities related to Japanese culture and sports. Projects should contribute to the international presentation of Japanese culture and foster cultural exchange. International Travel Support The programme provides partial financial support for international travel expenses. However, the travel support has a specific eligibility requirement: - Only round-trip flights departing from Japan are eligible. Applicants should therefore ensure that their proposed travel arrangements comply with the programme’s rules concerning eligible international transportation. Carriage and Freight Support Partial support is also available for carriage expenses, including baggage and freight associated with eligible overseas cultural activities. This can be particularly relevant for artists and cultural specialists whose performances, demonstrations, or workshops require the transportation of materials or equipment. Maximum Grant Amount In FY 2026, the maximum grant amount awarded was approximately: JPY 4,000,000, equivalent to approximately USD 27,200. The FY 2026 award amount provides an indication of the programme’s potential level of support, although applicants should refer to the applicable funding conditions for the relevant programme year. Previous Application and Selection Data In FY 2026, the programme received 176 applications. A total of 67 grants were awarded. Eligible Project Period The programme is intended for overseas cultural activities taking place between: April 2027 and March 2028. Applicants should ensure that the proposed cultural event falls within this eligible period. Who Can Organize an Eligible Project? Eligible projects may be organized by individuals or groups based in Japan that have received invitations from foreign organizations. Japanese organizations and agencies arranging eligible overseas cultural projects may also apply where the project meets the programme requirements. The key requirement is that the overseas activity has an appropriate connection to an eligible Japanese-based applicant and an invitation from a foreign organization. Projects That Are Not Eligible Certain projects are excluded from support. Projects are not eligible if they are: - Supported by other Japanese governmental organizations. - Based on invitations solely from Japanese diplomatic missions or branch offices abroad. Applicants should carefully review these restrictions before submitting an application. Invitation Requirement An important requirement is the source of the invitation. Eligible projects must generally involve an invitation from a foreign organization. Projects where the invitation comes solely from Japanese diplomatic missions or their branch offices overseas are not eligible. This distinction ensures that the programme primarily supports international cultural exchange initiated through overseas cultural organizations and partners. Other Government Support Projects already supported by other Japanese governmental organizations are not eligible for this programme.
