BACKGROUND

The assignment concerns a Review of Danish Ministry of Foreign Affairs (MFA) support to the Global Youth Programme (GYP) of the Danish Youth Council (DUF). The key objective of the GYP is to strengthen democratic youth organizations and to increase young people’s participation in, and influence on, their communities and society.

The Review is part of the regular monitoring of the ongoing partnership between the Danish MFA and DUF, and will be led by the Department for Evaluation, Learning and Quality (LEARNING) of the Danish MFA.

OBJECTIVE

The objective of the MTR is to is to support the MFA Department for Evaluation, Learning and Quality (LEARNING) in assessing the overall performance in the implementation of the DUF-managed Global Youth Programme, including achievements, risks and challenges faced. Based on the findings, the MTR is expected to formulate recommendations to strengthen and adapt the initiative.

SCOPE OF WORK AND METHOD

While not an evaluation, the Review will be carried out in accordance with OECD/DAC evaluation criteria, with focus on relevance, coherence, effectiveness, efficiency and sustainability.
